(prevention of incidents involving individuals who

leave the scene of a road accident).

 

Analysis shows that drivers fear accountability for their actions, are intoxicated, or are operating a vehicle without a license.

Most drivers do not consider their actions and their potential consequences. Fear, cowardice, and apprehension about taking responsibility for their misconduct compel them to leave the scene of an incident, thereby exacerbating their guilt and liability.

As a rule, locating fugitives is a matter of time. Therefore, it should always be remembered that if a road accident does occur, under no circumstances should the scene of the incident be left.

Search operations are conducted purposefully and continuously, with all possible efforts made to identify and apprehend the offender.

The Traffic Regulations clearly define the specific actions of a driver after being involved in a road traffic accident. The vehicle must be stopped. It, as well as other objects related to the accident, must not be moved or removed. It is necessary to turn on the hazard lights and place a warning triangle at a distance of at least 15 meters from the vehicle in populated areas and 40 meters outside populated areas. If there are injured persons, all measures must be taken to provide them with the necessary assistance. An ambulance should be called, and the incident should be reported to the police.

Persons who leave the scene of an accident may be subject to both administrative and criminal liability.

For example, the Code of Administrative Offences of the Republic of Belarus provides for a fine ranging from 5 to 25 base units and the deprivation of the right to engage in certain activities for up to 2 years for a driver leaving the scene of an accident in which they are involved, in cases where this is prohibited by legislative acts. If the driver knowingly leaves a victim in a state dangerous to life and health, they will bear criminal responsibility.

In turn, the Traffic Regulations provide for exceptions when it is permissible to leave the scene of an accident. Thus, if there are injured persons as a result of the accident and it is impossible to provide them with necessary assistance, or there is no possibility to call an ambulance or send them to the nearest hospital, the driver may leave the scene of the accident to save the life and health of the victim, after having previously recorded the position of their vehicle, traces, and objects related to the road traffic accident in the presence of witnesses.

Citizens who do not remain indifferent to misfortune and report information known to them about the circumstances of incidents, and sometimes even detain the offender themselves, provide significant assistance to the State Automobile Inspectorate in searching for drivers who have fled the scene.
