(aimed at promoting safe movement on PMDs)

The State Automobile Inspectorate of the Glubokoye District reminds that for electric scooters, gyroscooters, monowheels, segways, and other devices, the traffic rules have introduced a generalized concept of "Personal Mobility Devices" (PMDs), i.e., a device or apparatus that is not a vehicle, is driven by an engine, and is intended for individual or joint (if specially equipped seating is available) use by pedestrians. It should be remembered! Those who move on PMDs are considered pedestrians. It is necessary to recall the rules for using electric scooters and other personal mobility devices (PMDs): crossing the roadway on a PMD must be done on a bicycle crossing or bicycle lane, in their absence – in places intended for pedestrians (sidewalk, pedestrian path, or shoulder), without creating obstacles for pedestrian traffic. When moving on roller skates or other personal mobility devices, the roadway should be crossed at the speed of a walking pedestrian, ensuring that entering the roadway is safe. It is forbidden to move on PMDs: at speeds exceeding 25 km/h; while intoxicated; it is forbidden to carry anyone outside specially equipped seating areas provided by the PMD's design; not holding the handlebars (if available); for persons under 14 years of age (except in pedestrian and residential zones). When

using personal mobility devices (PMDs): it is necessary to ensure the braking system and steering are in good working order; it is recommended to wear protective gear, such as a helmet; during nighttime and/or periods of poor visibility, one must be visible with a retro-reflective element, and the PMD must be equipped with and have activated a headlight (or taillight) that allows for timely detection of obstacles on the road; one should refrain from using gadgets and listening to music while operating a PMD; near exits of commercial establishments, underground passages, and bus stops, be prepared for the sudden appearance of people. For violations of the traffic rules of the Republic of Belarus, pedestrians moving on personal mobility devices are subject to penalties if they have reached the age of 16. According to Part 1 of Article 18.20 of the Code of Administrative Offenses of the Republic of Belarus, administrative liability is imposed in the form of a fine ranging from 1 to 3 base units (from 37 to 111 rubles). According to Part 2 of Article 18.20 of the Code of Administrative Offenses of the Republic of Belarus, pedestrians who are in a state of alcoholic intoxication, as well as those who have refused to undergo examination, will be brought to administrative responsibility in the form of a fine ranging from 3 to 5 base units (from 111 to 185 rubles). If the offender has not reached the age of 16 at the time of the traffic rule violation of the Republic of Belarus, then their parents or legal guardians, responsible for child-rearing, will be brought to administrative responsibility according to Part 1 of Article 10.3 of the Code of Administrative Offenses of the Republic of Belarus, in the form of a fine of up to 10 base units (up to 370 rubles). If you observe pedestrians on or near the roadway operating PMDs while exhibiting signs of intoxication, posing a clear danger to traffic, please immediately report it by calling 102.
