Analysis of the crime and public order situation shows that for the period of January-November 2024 in the Vitebsk region, there has been a decrease in registered crimes in rural areas, including those committed in public places in rural settlements, as well as domestic crimes. Fewer crimes were committed while intoxicated. The negative impact on the operational situation in rural areas from unemployed and out-of-school citizens has also been reduced.

At the same time, in certain regions of the oblast, a negative trend of increasing crime in rural settlements continues, including by unemployed citizens who are intoxicated and other types, which indicates the need for additional preventive measures.

In this regard, a Comprehensive set of additional measures to ensure discipline and public order in rural areas (hereinafter referred to as the Complex) has been implemented throughout the Republic of Belarus since May 1, 2024.

Goals:

- To increase the level of labor discipline at agro-industrial complex facilities;

- To provide corrective influence on individuals leading an antisocial lifestyle;

- To involve individuals leading an antisocial lifestyle in labor activities;

- To reduce the level of alcohol consumption among the population.

Tasks:

- To ensure an adequate level of labor discipline at agro-industrial complex facilities;

- Comprehensive application of individual crime prevention measures and preventive influence on able-bodied unemployed citizens, including those registered with the internal affairs bodies;

- To take effective measures aimed at employing citizens not engaged in the economy in agro-industrial complex organizations;

- To enhance the level of interaction between internal affairs bodies, rural executive committees, public order protection councils,

of labor, employment and social protection bodies, agricultural organizations, other interested parties in preventing antisocial behavior of citizens and their involvement in employment;

- maintaining law and order in rural settlements;

- providing preventive influence on citizens residing in residential premises who are registered with the Internal Affairs Bodies;

- strengthening the protection of elderly citizens from criminal encroachments;

- ensuring the protection of minors raised in dysfunctional families;

- eliminating the causes and conditions that contribute to offenses.

The Glubokskoye District Department of Internal Affairs has compiled lists of able-bodied unemployed citizens residing in rural settlements, among whom are 25 citizens who are under preventive supervision for committing domestic violence, 32 citizens who have been brought to administrative responsibility 2 or more times for committing offenses while intoxicated, and 81 citizens registered with a psychiatrist-narcologist due to alcohol dependence syndrome.

As part of the complex of measures, the Glubokskoye District Department of Internal Affairs, together with interested prevention entities, conducted group preventive measures to assist in employment. The behavior of unemployed citizens was considered at meetings of public order protection councils. During the weekly reception of citizens, as well as in the course of daily official activities, district police inspectors conducted targeted preventive work with unemployed citizens to ensure they took measures to find employment.

During the period of implementation of the complex, 17 unemployed rural residents were employed, and 11 were isolated in a therapeutic and labor prophylaxis facility.
