In order to implement the Decree of the President of the Republic of Belarus of April 2, 2015 No. 3 "On promoting employment of the population" (as amended by the Decree of the President of the Republic of Belarus of January 25, 2018 No. 1), by the decision of the Gluboksky District Executive Committee (hereinafter referred to as the District Executive Committee) of April 28, 2018 No. 424, a standing commission for coordinating the work on promoting employment of the population of the Gluboksky district was established in the district.

The main task of the commission is to coordinate the work on the implementation of the norms of Decree No. 3, including through:

• organizing work to assist employable citizens not engaged in the economy in finding employment;

• providing consultative, methodological, and legal assistance on issues of employment and (or) self-employment;

• organizing work to inform (notify) citizens that information about them is contained in the database of employable citizens not engaged in the economy (hereinafter referred to as the database);

• forming an electronic list of employable citizens not engaged in the economy who pay for services determined by the Council of Ministers of the Republic of Belarus at prices (tariffs) that ensure full reimbursement of the economically justified costs of their provision (hereinafter referred to as cost-reimbursed services), and a list of employable citizens not engaged in the economy who have left the Republic of Belarus and pay for cost-reimbursed services;

• reviewing applications from employable citizens not engaged in the economy, or their family members, for full or partial exemption from paying for cost-reimbursed services due to being in a difficult life situation (hereinafter referred to as applications), submitted in the form according to Appendix 1, in accordance with the legislation on administrative procedures;

• reviewing requests from district, city (cities of regional and district subordination) executive committees, local administrations of districts in cities, and other state bodies (organizations) for the purpose of providing preferential loans for the construction, reconstruction, or acquisition of residential premises (hereinafter referred to as preferential loans), one-time subsidies for the construction, reconstruction, or acquisition of residential premises (hereinafter referred to as one-time subsidies);

• coordinating large-scale information work to explain the social and labor guarantees provided by the state to citizens, and orienting citizens towards engaging in legal activities;

• organizing and coordinating the work of interested bodies and organizations to conduct preventive work aimed at the resocialization of persons leading an antisocial lifestyle;

• for carrying out other measures within the framework of the Decree of the President of the Republic of Belarus of April 2, 2015 No. 3.

To fulfill the assigned tasks, the commission has the right to:

• make decisions on full or partial exemption of able-bodied citizens not employed in the economy from paying for services with reimbursement of costs due to their difficult life situation, upon their applications, or on refusal of such exemption;

• upon requests in any form from state bodies and organizations specified in the seventh paragraph of clause 4 of these Regulations, no later than five working days from the date of receipt of the request, provide information from the database on the classification of citizens as able-bodied citizens not employed in the economy, and upon requests from these state bodies and organizations submitted in the form according to Appendix 2, make decisions for the purpose of providing preferential loans, one-time subsidies on recognizing citizens and (or) able-bodied members of their families as:

• able-bodied citizens not employed in the economy, who are in a difficult life situation;

• not belonging to able-bodied citizens not employed in the economy, if the grounds for classifying them as able-bodied citizens not employed in the economy have ceased to exist as of the date of application for inclusion in the lists for preferential loans, for the provision of one-time subsidies;

• refer able-bodied citizens not employed in the economy to the labor, employment and social protection authorities for assistance in employment;

• when forming the list of able-bodied citizens not employed in the economy who pay for services with reimbursement of costs, exclude from it citizens who belong to the categories specified in clauses 3 and 4 of the Regulations on the procedure for classifying able-bodied citizens as not employed in the economy, forming and maintaining a database of able-bodied citizens not employed in the economy, including the interaction of state bodies and organizations for these purposes, approved by the Resolution of the Council of Ministers of the Republic of Belarus of March 31, 2018 No. 239;

• when forming the list of able-bodied citizens not employed in the economy who have left the Republic of Belarus and are paying for services with cost reimbursement, to adjust the information formed in the manner established by paragraph 20-1 of the Regulations on the procedure for classifying able-bodied citizens as not employed in the economy, forming and maintaining a database of able-bodied citizens not employed in the economy, including the interaction of state bodies and organizations for these purposes, by excluding from it information about citizens who have submitted documents to the commission confirming the absence of grounds for including them in the list of able-bodied citizens not employed in the economy, who have left the Republic of Belarus and are paying for services with cost reimbursement, and (or) their copies;

• to review the lists of able-bodied citizens not employed in the economy who are paying for services with cost reimbursement, and the lists of able-bodied citizens not employed in the economy who have left the Republic of Belarus and are paying for services with cost reimbursement, formed for previous periods (quarter, month) (hereinafter referred to as lists for previous periods), by including able-bodied citizens not employed in the economy in them in accordance with the legislation in force on the date of formation of such lists;

• to review the lists for previous periods by excluding from them able-bodied citizens who have submitted documents to the commission confirming the absence of grounds for including them in the lists for previous periods, and (or) their copies;

• to request information on issues related to the commission's activities from state bodies and other organizations, regardless of ownership, and officials on a gratuitous basis;

• to involve specialists and experts to prepare conclusions on issues relevant to the commission's activities;

• to interact with employers on issues of employment on a temporary and (or) permanent basis in available vacancies and created jobs for able-bodied citizens not employed in the economy;

• to interact with territorial internal affairs bodies in conducting preventive work aimed at the resocialization of persons leading an antisocial lifestyle, in the manner determined by the Ministry of Labor and Social Protection and the Ministry of Internal Affairs;

• interact with government bodies, other organizations regardless of their form of ownership;

• exercise other rights in accordance with the legislation.

Able-bodied citizens of the Republic of Belarus, foreign citizens and stateless persons who have received permission for permanent residence in the Republic of Belarus and a residence permit in the Republic of Belarus (hereinafter referred to as citizens) not employed in the economy are citizens aged from 18 years to the generally established retirement age who do not belong to the following categories of persons:

• citizens considered employed in the economy in accordance with clause 3 of the Regulation approved by Resolution of the Council of Ministers of the Republic of Belarus dated March 31, 2018 No. 239;
• citizens not belonging to able-bodied citizens not employed in the economy, in accordance with clause 4 of the Regulation approved by Resolution of the Council of Ministers of the Republic of Belarus dated March 31, 2018 No. 239

The list of citizens not employed in the economy will be formed by December 1, 2018. Able-bodied citizens not employed in the economy included in the list will pay at rates ensuring full reimbursement of economically justified costs for the provision of services, hot water supply from January 1, 2019, gas supply in the presence of individual gas heating appliances and heat supply from May 1, 2021.
