Consumer Protection

The main document regulating legal relations in the field of consumer protection is the Law of the Republic of Belarus of January 9, 2002 No. 90-Z "On Consumer Protection". The scope of this Law extends to relations between consumers and manufacturers, sellers, suppliers, representatives, executors, repair organizations, arising from retail sale agreements and other similar agreements.

In addition to this Law, issues of consumer protection are regulated by the Civil Code of the Republic of Belarus, resolutions of the Council of Ministers of the Republic of Belarus, and other documents adopted in development of the Law.

In the Republic of Belarus, state bodies exercise consumer protection within their competence. The Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus coordinates activities in this area.

Within the region, state protection of consumer rights and control over compliance with consumer protection legislation is carried out by authorized persons for consumer protection of regional, city, and district executive committees.

The authorized person constantly provides advisory assistance to improve consumer literacy, organizes speeches in print media, and ensures the placement of relevant information on stands and official websites, etc.

For 2025, the Glubokoye District Executive Committee considered 2 appeals (for 2024 – 2). In addition, about 30 oral appeals were received by phone and personal visit, on which the authorized person for consumer protection provided clarifications on the protection of their rights and legitimate interests.

In the Republic of Belarus, March 15 is a holiday – Consumer Day.

Traditionally, as part of this holiday, consumer protection issues are widely covered in the media. Local executive committees hold "hotlines" on consumer-related issues with the involvement of specialists from various services.

In accordance with the Decree of the President of the Republic of Belarus of March 26, 1998 No. 157 "On State Holidays, Public Holidays and Memorable Dates in the Republic of Belarus", annually on March 15, a festive day is celebrated in the republic – Consumer Rights Day.

In 2026, the theme for events aimed at informing and educating citizens of the Eurasian Economic Union member states on consumer rights protection issues has been determined for the member states of the Eurasian Economic Union (hereinafter referred to as the EAEU): "At Home Online: Know Your Rights, Buy Consciously" (the corresponding recommendation was adopted at the meeting of the Board of the Eurasian Economic Commission on December 24, 2025).

The theme "At Home Online: Know Your Rights, Buy Consciously" is aimed at drawing attention to the problems of interaction between consumers and entrepreneurs in the digital space in order to find mutually acceptable solutions, foster good faith behavior and trust between them.
