A set of additional measures for the control of residential premises registered with the Internal Affairs Directorate

Residential premises registered with the Internal Affairs Bodies are dwellings where individuals leading an antisocial lifestyle gather. There they hide from outsiders, including law enforcement officers, organize feasts and shelters for undesirable citizens. Gradually, the living space turns into a bedlam, and its owners become idlers who do not pay bills for utilities and meters, and a nuisance to neighbors suffering not only from regular noise but also from cockroaches, bedbugs, and other "charms" of unsanitary conditions.

In such places, feasts often escalate into scandals and fights, theft of property and money from sleeping drinking companions. Consequently, victims or witnesses turn to the police. After that, precinct inspectors put such addresses on their watch list and visit them at least once a month to assess the situation. The main goal here is to help the person who has hit rock bottom, as well as to rid innocent neighbors of discomfort. The police have effective legal levers to influence antisocial individuals whose homes are frequented by noisy gatherings. For example, isolation of chronic alcoholics in medical and labor dispensaries, issuance of protective orders against domestic abusers and their eviction from their homes, and establishment of preventive supervision.

From time to time, law enforcement officers involve other interested departments in preventive work. Brothels, along with precinct police inspectors, were visited by representatives of the Ministry of Emergency Situations, Housing and Communal Services, the sanitary and epidemiological station, and the district's gas and electricity services.

Precinct inspectors are frequent visitors to troubled apartments. The efforts pay off – the number of crimes and offenses committed on a domestic basis and while intoxicated decreases. Nevertheless, even the most effective measures do not always help: there are people who, despite everything, do not want to find employment and stop drinking. They need to be kept on a tight leash so that they know that any complaint received against them threatens

serious consequences. This approach significantly simplifies the lives of their neighbors.
