Lukashenko signed a decree "On Insurance". We tell about the main innovations

President of Belarus Alexander Lukashenko signed Decree No. 108 "On Insurance" on March 18. The document brings individual legislative acts into compliance with the law "On Insurance Activities", which entered into force on January 1, 2025, the press service of the head of state informed BELTA.


In particular, a number of decrees (their individual structural elements) whose provisions are reflected in the law are recognized as invalid. The terminology used in legal acts, including in related legislation (tax, currency, banking, in the field of road traffic), is adjusted for consistency with the provisions of the law.

Among the innovations of the decree is the provision of an opportunity to pay insurance premiums (make payments) in cashless form using modern payment instruments; the establishment of insurance amounts and insurance premium rates in basic units (previously in euros) for compulsory insurance of vehicle owners, medical insurance of temporarily staying foreign citizens.

In addition, the contract for compulsory insurance of civil liability of vehicle owners is supplemented by the Union insurance contract operating in Belarus and Russia.

The procedure for insurance payments to victims of road traffic accidents in cases where the carrier has not concluded a compulsory insurance contract for liability to the passenger and it is impossible to recover damages through court is determined. The cases of payments to drivers at the expense of guarantee funds include causing harm to life or health as a result of a road traffic accident involving wild animals, regardless of the driver's fault.

The decree provides for the possibility of making insurance indemnity payments to a non-resident in foreign currency under a contract for insurance of a resident's civil liability under an export contract.

For mandatory insurance against industrial accidents and occupational diseases, limits have been established for the amounts that can be recovered by "Belgosstrakh" from those responsible for causing harm to insured persons against the insurance benefits paid to them (in case of intentional harm - 2 thousand base units, unintentional harm - 500). The conditions for the policyholder to receive installment payments for overdue insurance premiums, fines, and penalties have been simplified.

The decree also introduces a number of restrictions on the activities of insurance intermediaries.
