Monitoring of objects in the Glubokoye district

Monitoring of facilities in the Gluboksky district

In January-February 2023, employees of the supervision and prevention sector of the Gluboksky District Department for Emergency Situations conducted monitoring of facilities located in the Gluboksky district:

1. State social service institution "Gluboksky psycho-neurological boarding house for the elderly and disabled", located at: d. Petrunovo, Tsentralnaya St. 1. Following the monitoring, the following violations were identified:

- doors separating the corridor and the foyer on the 2nd floor of block No. 3 are not equipped with self-closing devices,

- doors separating parts of the corridor are allowed to be fixed in the open position;

- signs for the category of garage premises do not comply with the requirements for their execution;

2. Educational institution "Gluboksky State College". Following the monitoring, the following violations were identified:

- building of educational building No. 1 and the dormitory building are not operated in accordance with the design documentation (it is required to finish the evacuation routes (floors 2-5) with materials with known fire hazard indicators (or confirm with relevant test protocols);

- in the buildings of educational buildings No. 1, No. 2 and the dormitory building, the doors of evacuation exits are not equipped with locks that can be opened from the inside without a key;

- the existing plans for the evacuation of people in case of fire have not been revised in accordance with the form approved by the Ministry of Emergency Situations;

- evacuation routes and evacuation exits are not marked with fire safety signs provided for by technical regulatory legal acts.

The facility is equipped with an automatic fire alarm system. No violations were found during the check of the system's operability and serviceability. The system is in working order. APS maintenance is carried out by UP Vitebsk enterprise of fire-fighting works RGOO "BDPO";

3. State Educational Institution "Social and Pedagogical Center of the Glubokoe District", located at: Glubokoe, Mikhailovskaya St., 8. The following violations were identified based on the monitoring results:

- The building operation is not ensured in accordance with the design documentation (finishing of evacuation routes (1st floor floor) is made with materials with unknown fire hazard indicators);

- The possibility of opening doors located on evacuation routes, external evacuation doors from the inside without using a key, is not ensured in the center's building;

- Capital repair of the automatic fire alarm system has not been carried out;

- Employees involved in the implementation of the fire evacuation plan are not provided with self-rescuers.

The facility is equipped with an automatic fire alarm system.

During the inspection of the system's operability and serviceability, it was established that the system is in good working order. The maintenance of the automatic fire alarm system is carried out by LLC "SpetsYuKinzhiniring".

4. OJSC "Glubokoe Agroservice", located at: Glubokoe, Sadovaya St., 2. The following violations were identified based on the monitoring results:

- some fire extinguishers are out of order (no pressure);

- evacuation route markings are partially missing on the stairwell;

- no contract for the maintenance of the fire alarm system has been concluded.

The reasons and conditions for violating fire safety legislation are the insufficient knowledge of current legislation by responsible officials and the management of OJSC "Glubokoe Agroservice", as well as insufficient control by the management over compliance with fire safety requirements at the facility.

5. Dormitory of UP "Glubokoe Meat Processing Plant", located at: Glubokoe, Moskovskaya St., 129A.

No violations were identified based on the monitoring results.
