Monitoring of objects in the Glubokoe district

Monitoring of facilities in Gluboksky district

In the second quarter of 2023, employees of the supervision and prevention sector of the Gluboksky District Department for Emergency Situations conducted monitoring of facilities located in the territory of Gluboksky district:

1. UP "Housing and Communal Services of Gluboksky District", Director – Kashmilo Sergey Gennadievich

located at: Glubokoe, Lomonosov Lane, 9. Following the monitoring, the following violations were identified:

- self-rescuers with expired shelf lives are stored at the facility (hotel), clause 3.1 of OTPB

- on the stairwell in the dormitory (Glubokoe, Lenina St., 137), directional signs to the evacuation exit are partially missing, clause 44 of OTPB;

- in the corridors of the hotel and dormitory buildings (Glubokoe, Lenina St., 137; Podsvilye urban settlement, Sovetskaya St., 52; Glubokoe, Shkolny Lane, 4), the floor covering is made of materials with unknown fire-technical characteristics (linoleum), clause 9 of OTPB, clause 8.1.2. Building codes of the Republic of Belarus SN 2.02.05-2020 "Fire safety of buildings and structures";

- in the dormitory (Podsvilye urban settlement, Sovetskaya St., 52), smoking is allowed outside specially designated areas, clause 11 of OTPB;

- in dormitories and the hotel, evacuation plans for people in case of fire have not been revised in accordance with the requirements, clause 45 of OTPB, appendix 2 to the decree of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82.

2. Educational Institution "Glubokoe District Gymnasium", Director – Molchun Liliya Iosifovna

following the monitoring, the following violations were identified:

- locks on doors located on evacuation routes from the gym, canteen, and assembly hall do not provide for free opening from the inside without using a key (clause 48 of general fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities belonging to

for business entities, approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter – OTPB);

- not all evacuation routes and emergency exits from the building are fully marked with fire safety signs (on the stairwells and on the 1st floor of the building) (Clause 44 OTPB);

- not all primary fire extinguishing means are in good and working order (kitchen premises, 2nd floor near the assembly hall, 3rd floor of the right wing) (Clause 54 OTPB);

- not all devices that automatically close smoke-tight doors in the building are in working and good condition (Clause 49 OTPB);

- the dormitory building has combustible floor finishes (linoleum) on the 2nd and 3rd floors (Clause 9 OTPB);

- the dormitory building has a height difference on the evacuation routes on the 3rd floor (exit to the stairwell) of more than 0.06 m. (Clause 9 OTPB, Clause 7.3.12 of the building norms of the Republic of Belarus SN 2.02.05.2020 "Fire safety of buildings and structures").

3. ED "Izumrudny", Director – Sadovskaya Alesya Grigorievna

following the monitoring, the following violations were identified:

- locks on doors located on the evacuation routes from the assembly hall are not provided with the possibility of free opening from the inside without using a key (Clause 48 of the general fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities, approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 (hereinafter – OTPB);

- in the canteen building, not all evacuation routes are marked with fire safety signs in accordance with the current requirements of GOST 12.4.026-2015 "Signal colors, safety signs and signal marking" with amendments-2019 (Clause 44 OTPB);

the signal of the "Molniya" fire alarm system is not transmitted to the MES dispatch center (Clause 3.1 OTPB);

- the presence of a facility-wide fire safety instruction, approved by the head of the business entity, is not ensured in accordance with the current requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On ensuring fire safety", hereinafter – PMChS No. 82 (Clause 7 OTPB);

- training of employees on fire-technical minimum programs in accordance with the current requirements of PMChS No. 82 is not organized (Clause 3.2 OTPB).

4. Dormitory monitoring by DKUSP "Glubokskaya PMK-48", Director – Sesitsky Andrey Vladimirovich

Following the monitoring, the following violations were identified:

- There is a blockage of evacuation routes in the corridor on the 1st floor of the dormitory (storage of boards) (clause 50 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Owned by Business Entities, approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 (hereinafter referred to as GFSR);

- The external fire escape of the dormitory has not been tested (sub-clause 2 of clause 3.1 of GFSR).

5. Children's Health Camp "Rodnichok", Director – Popok Valentina Valentinovna

Following the monitoring, the following violation was identified:

- The available self-rescuers are in disrepair (expired) (clause 3.1 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Owned by Business Entities, approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 (hereinafter referred to as GFSR).

6. Healthcare Institution "Glubokoe Central District Hospital", Director – Sabinich Vyacheslav Vyacheslavovich. Following the monitoring, the following violations were identified:

- The existing evacuation plans for people in case of fire in the buildings of FAPs and outpatient clinics have not been revised in accordance with the form approved by the Ministry of Emergency Situations (clause 45 of GFSR, Annex 2 to Resolution No. 82);

- The possibility of opening evacuation exit doors from the inside without using a key has not been ensured in the buildings of hospitals, FAPs, and outpatient clinics (clause 48 of GFSR) (except for Chernevichi FAP);

- Not all buildings and premises are equipped with the necessary number of serviceable, operational primary fire extinguishing means (Verkhnyavsky FAP, Zaprudsky FAP, Zyabkovsky FAP, Psujevskaya VOAOP, Plissky FAP) (clauses 53, 54 of GFSR);

- The operation of the institution's buildings and premises in accordance with the design documentation has not been ensured (finishing of evacuation routes (floors and walls) is made of materials with unknown fire hazard indicators (Glubokoe CRB, Dental Clinic, Podsvilye District Hospital, Prozorokskaya BSU, Babichevskaya BSU, Udelovskaya VOAOP, Ozereckaya VOAOP, Mnyutskaya VOAOP, Meretskovsky FAP, Gatovshchinsky FAP, Matyukovsky FAP, Chernevichi FAP, Golubichi FAP, Korobovsky FAP, Proshkovsky FAP) (clause 9 of GFSR);

- Doors separating stairwells from corridors (Lomashevskaya VOAOP, Glubokoe CRB), as well as

doors separating stairwells from corridors on the 2nd-3rd floors (polyclinic buildings) are not fully equipped with self-closing devices (cl. 4.1, cl. 9 OTPB, cl. 7.2.9 SN 2.02.05-2020);

- external evacuation stairs have not been tested (Dental Polyclinic, Lomashevskaya VAOP) (cl. 4.1 OTPB);

- employees involved in the implementation of the fire evacuation plan, as well as severely ill patients and individuals unable to move freely on their own, are not fully provided with self-rescuers (Prozorokskaya BSU, Babichevskaya BSU, Podsvilskaya District Hospital (cl. 8 Resolution 561);

- the heating stove in the Ivesi FAP building has cracks on its body; there are no locking devices on the firebox doors, and the chimneys within the attic space are not plastered and whitewashed (inaccessible) for heating stoves in the buildings of Chernevichi FAP, Korobovo FAP, Urozhayny FAP, Zaprudsky FAP, Ivesi FAP (cl. 27 OTPB, cl. 6 of the Instruction on requirements for the placement and operation of heat-accumulating stoves);

- the signal of activation (malfunction) of the automatic fire alarm system to the "Molniya" MES dispatch center is not equipped with an object terminal device (Polyclinic of Healthcare Institution "Glubokoe CRB", Podsvilskaya District Hospital, Prozorokskaya BSU, Lomashevskaya VAOP, Udelovskaya VAOP) (cl. 9 OTPB, cl. 19.8.1 Annex X, Table X. 1 SN 2.02.03-2019 "Fire Automation of Buildings and Structures").
