Supervision at construction sites

In February-March of the current year, employees of the supervision and prevention sector of the Glubokoye District Department for Emergency Situations conducted preventive measures and technical (technological, verification) measures at construction sites:

“Construction of a dairy farm near the village of Meretskiye, Glubokoye District”, “Modernization of the production and administrative building at the production base of the branch of the Road Maintenance Department No. 35 of RUE "Vitebskavtodor" (II stage); “Capital repair with modernization of the prison block of Correctional Facility No. 13, Glubokoye”; “Reconstruction of the recreation area-bathhouse building into a tourist mini-complex” at the address: Glubokoye District, village Plisa, Zelenaya St., 4”; “60-apartment residential building in Glubokoye, Lenina St., 139B”.

During the inspection of the construction site “Construction of a dairy farm near the village of Meretskiye, Glubokoye District”, it was established that the general contractor GO “Vitebsk Construction Department” and the contracting and subcontracting organizations DKUSP “Glubokoye PMK-48” (acting director Rolich V.S.), ChTUP “VasLes” (director Kokits S.P.) committed the following violations:

the construction site is not equipped with primary fire extinguishing means in full compliance with the Instructions on the norms for equipping facilities with primary fire extinguishing means, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 “On ensuring fire safety” (hereinafter referred to as Resolution 82), (the builders' utility room of ChTUP “VasLes” is not equipped with fire extinguishers in full);

in the utility room of ChTUP “VasLes”, the operation of a non-industrial (non-factory) heating appliance (stove) is allowed. A proposal has been issued to suspend (prohibit) the activities of the construction site, production areas and equipment;

Smoking is permitted outside the designated area by SP "VasLes".

During the inspection of the construction object "Modernization of the production and administrative building at the production base of the branch of the Road Administration No. 35 of RUP "Vitebskavtodor" (Phase II commissioning) it was established that the general contractor OOO "PKP AUTA" (Director Labynko V.M.) has committed the following violations:

the construction site is not fully equipped with primary fire extinguishing means in accordance with Resolution 82 (in the domestic premises of the builders of OOO "PKP AUTA", one of the fire extinguishers has insufficient cylinder pressure).

These measures are included in the orders for the elimination of violations addressed to the contracting organizations carrying out work at the above-mentioned facilities, and the customers have also been informed.
