Supervision at construction sites in Gluboksky district

In October-November of the current year, the Gluboksky District Department for Emergency Situations conducted technical (technological, verification) measures at the construction sites: "Reconstruction of the recreation area-bathhouse building into a tourist mini-complex" at the address: Gluboksky district, village Plisa, Zelenaya str., 4; "60-apartment residential building in Glubokoe, Lenina str., 139B"; "Construction of a dairy farm near the agro-town of Meretskiye, Gluboksky district".

During the inspection of the construction site "Reconstruction of the recreation area-bathhouse building into a tourist mini-complex" at the address: Gluboksky district, village Plisa, Zelenaya str., 4, for compliance with the requirements of regulatory legal acts, including mandatory technical regulatory legal acts, the system of fire safety regulations and standardization in the design of facilities and the execution of construction and installation works (hereinafter - the inspection), it was established that the general contractor, ChTUP "VasLes" (Director Kokiс S.P.), committed the following violations:

the construction site is not fully equipped with primary fire extinguishing means in accordance with the Instructions on the norms for equipping facilities with primary fire extinguishing means, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On ensuring fire safety" (hereinafter - Resolution 82);

no fire safety briefing was conducted with the workers at the construction site regarding fire safety measures during construction and installation works;

no facility-wide fire safety instructions were developed in accordance with the requirements of Resolution of the Ministry of Emergency Situations No. 82;

Fire safety clearances between the building under construction and storage areas for flammable substances, construction materials and structures, waste, and debris are not ensured at the construction site.

During the inspection of the construction object "60-apartment residential building in Glubokoe, Lenina St., 139B", it was established that the general contractor DKSUP "Glubokaya PMK-48" (acting director Rolich V.S.) committed the following violations:

the construction site is not fully equipped with primary fire extinguishing means in accordance with the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution No. 82 (some fire extinguishers located in utility rooms are not equipped with hoses, some fire extinguishers are without pressure);

the diagram installed at the entrance to the construction site does not meet the requirements defined by the specific requirements for ensuring fire safety of explosive and fire-hazardous industries, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated 20.11.2019 (the location of temporary buildings and structures is incorrectly indicated, sources of fire water supply are not indicated, the location of primary fire extinguishing means is not indicated, sources of fire water supply are not marked);

in utility rooms, heating devices (stoves) of non-industrial (non-factory) manufacture are allowed to be operated. Proposals have been made to suspend (prohibit) the activities of the construction object, production sites, and equipment for 2 heating devices.

During the inspection of the construction object "Construction of a dairy farm near the agro-town of Mereckie, Glubokoe district", it was established that the general contractor GO "Vitebsk Construction Directorate" and contracting and subcontracting organizations DKSUP "Glubokaya PMK-48" (acting director Rolich V.S.) and ChTUP "VasLes" (director Kokits S.P.) committed the following violations:

the location of temporary buildings and structures (utility rooms for builders, storage facilities) at the construction site does not comply with the construction organization project;

the construction site is not provided with fire water supply (there is no access to the fire pond, and no platform for installing fire fighting equipment is equipped).

the territory of the construction site is equipped with

primary fire extinguishing means are not fully provided in accordance with the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by Resolution No. 82 (part of the fire extinguishers located in utility rooms, without extinguishing agent; a board with fire fighting equipment, provided for by the construction organization project, is missing on the territory of the construction site);

a map of access roads indicating the locations of buildings and structures, storage of combustible substances, construction materials and structures, equipment, turning areas for fire and rescue vehicles, external fire water supply sources, and the installation of primary fire extinguishing means, as provided for by the construction organization project, is missing at the entrance to the construction site;

in the utility room of DKUSP "Glubokskaya PMK-48", an industrial (non-factory) heating appliance (stove) is allowed to be operated. Proposals have been made to suspend (prohibit) the activities of the construction facility, production sites, and equipment.

employees of ChTUP "VasLes" have not been instructed on fire safety measures during construction and installation work;

employees of ChTUP "VasLes" are allowed to smoke in a place not specifically designated for this purpose (in the utility room).

ChTUP "VasLes" has not developed a facility-wide fire safety instruction in accordance with the requirements of Resolution No. 82;

employees of ChTUP "VasLes" are allowed to perform welding work in violation of the General Fire Safety Requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities, approved by Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "On the Development of Entrepreneurship" and the Specific Requirements for ensuring fire safety of explosion-hazardous and fire-hazardous industries, approved by the Resolution of the Council of Ministers of the Republic of Belarus of November 20, 2019 No. 779 "On Approval of Specific Requirements". Hot work was carried out in the ITP building without a properly issued work permit and without fire extinguishing means at the work site; the performer of hot work did not have a certificate of passing the fire-technical minimum. A requirement has been issued to suspend (prohibit) welding work.
