A child being outside of their residence at night is the responsibility of the parents.

The presence of minors outside their dwelling at night is a rather serious problem in our modern society. Such children are in great danger and can become easy targets for unlawful encroachments by third parties.

Article 30-1 of the Law of the Republic of Belarus of May 31, 2003 No. 200-Z "On the Fundamentals of the System for the Prevention of Neglect and Offenses by Minors" stipulates that minors under the age of sixteen (with the exception of minors with full legal capacity) may not be outside their dwelling between the hours of twenty-three and six without the accompaniment of parents (adoptive parents), guardians, or custodians, or without the accompaniment of an adult designated by them.

Minors under the age of sixteen (with the exception of minors with full legal capacity) who are outside their dwelling between the hours of twenty-three and six without the accompaniment of parents (adoptive parents), guardians, or custodians, or without the accompaniment of an adult designated by them, shall be handed over to their parents (adoptive parents), guardians, or custodians, or to an adult designated by them.

An employee of the internal affairs bodies who discovers a minor shall establish the minor's surname, given name, patronymic (if any), date of birth, and the surname, given name, patronymic (if any), and registration details of the parents' (adoptive parents', guardians', or custodians') place of residence (stay), and shall hand over the minor to their parents (adoptive parents), guardians, or custodians, or to an adult designated by them.

It is important to note that parents of the minor shall be held responsible for the identified fact in accordance with Part 2 of Article 10.3 of the Code of the Republic of Belarus on Administrative Offenses.

To avoid such unpleasant situations, parents must pay closer attention to their children and not allow them outside at night.
