Licensed activities for ensuring fire safety can only be carried out by legal entities of the Republic of Belarus, as well as foreign organizations.

Licensed activities for ensuring fire safety can only be carried out by legal entities of the Republic of Belarus, as well as foreign organizations. This applies to the following types of work:

  • design, installation, commissioning, and maintenance of fire alarm systems, automatic fire extinguishing, smoke protection, fire alarm and evacuation control systems;
  • creation and operation of units that carry out firefighting.

All documents required to obtain a license for fire safety activities are submitted to the Republican Center for Certification and Expertise of Licensed Activities.

The following documents should be submitted there:

  • an inventory of documents in the file;
  • an application for a license;
  • copies of the constituent documents of the legal entity;
  • copies of the document confirming the state registration of the applicant;
  • proof of payment of the state fee.

In addition, the applicant submits the following documents:

  • full information about the employees who will carry out the licensed activity;
  • a list of premises and equipment, as well as devices involved in carrying out the activity;
  • a copy of the head's order approving the quality control systems for the licensed activity.

The applicant for a license for fire safety activities must meet the following requirements:

  • possession, on any legal basis, of premises necessary for carrying out the licensed activity, which must also comply with all rules and norms of the fire safety regulation system;
  • possession, on a legal basis, of the equipment, as well as devices and tools necessary for successful operation;
  • having at least three employees on staff with the necessary qualifications to carry out the licensed activity.

  • the existence of local regulatory legal acts agreed with the Ministry of Emergency Situations;
  • the existence of a quality control system for conducting activities, as well as employee training.

    • Specific violations of the requirements for a license for fire safety activities include:

    • violation of the aforementioned licensing requirements that caused an emergency situation;
    • the sale and use of fire protection means without special documentation;
    • non-compliance with the operational status and operability of all fire safety systems.

    Due to the entry into force of Decree of the President of the Republic of Belarus No. 326 of 02.09.2019 "On Improving Licensing" since October 1, 2019, a special permit (license) is not required for carrying out fire safety activities in terms of technical maintenance by an organization of automatic fire alarm systems, automatic fire extinguishing systems (hereinafter referred to as PA systems), smoke protection systems (hereinafter referred to as PDZ systems), fire alarm and evacuation control systems, owned by it by right of ownership or other legal grounds.

    Thus, organizations have the right to carry out technical maintenance of PA and PDZ systems at their own facilities, both under contracts with third-party organizations and by in-house employees with qualifications corresponding to the requirements of TKP 316–2011.

    We also draw attention to the fact that Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 "On the Development of Entrepreneurship" (hereinafter referred to as the Decree) provides for the personal responsibility of the head for the proper organization of the business entity's activities, excluding harm to state or public interests, the environment, life, health, rights and legitimate interests of citizens.

    For reference: in accordance with the second paragraph of subparagraph 3.1 of paragraph 3 of the General Fire Safety Requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities, approved by the Decree, the head of the business entity is obliged to ensure the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, including fire extinguishing and smoke protection systems.
