On certain issues of working with citizens' appeals

In the first half of 2019, the Prosecutor's Office of the Gluboksky District received 43 appeals from citizens, of which 24 were resolved directly by the prosecutor's office staff. Of these, 7 appeals were granted, 16 appeals were sent to other departments for resolution according to their competence, and 3 appeals were left without substantive consideration.

The majority of citizen appeals resolved directly by the district prosecutor's office concerned issues of the legality of bringing individuals to administrative responsibility. It is noteworthy that a significant portion of citizen appeals regarding administrative responsibility concerned the challenging of actions and decisions of officials of the Department of Internal Affairs of the Gluboksky District Police Department (GAI), which is primarily due to the active stance of the department in bringing traffic offenders to administrative responsibility.

At the same time, the existence of non-isolated cases of granting citizen appeals regarding unjustified bringing to administrative responsibility indicates the need to intensify prosecutorial supervision over the Gluboksky District Police Department, and primarily the GAI, in fulfilling the requirements of the relevant legislation. For this purpose, in April of the current year, the district prosecutor's office conducted an inspection of compliance with legislation when the GAI of the Gluboksky District Police Department brought individuals to administrative responsibility. Based on the results of the inspection, a corresponding submission was made to the head of the department, and training sessions were held with GAI employees with the participation of a prosecutor, during which problematic issues of applying legislation on administrative responsibility were discussed.

Based on the results of the consideration of citizen appeals in the first half of 2019, the district prosecutor's office issued 8 resolutions to revoke procedural decisions made by inquiry bodies, investigation bodies, and bodies conducting administrative proceedings.

In addition to written appeals, the prosecutor's office staff

personal reception of citizens is carried out in the district, including on-site visits to enterprises, institutions, and local government bodies. Thus, during the specified period, 61 people were received in person by prosecutors, the appeals of 5 citizens were received at their place of residence and work, and 14 were received at their place of serving their sentence.
