On the state of the operational situation in the territory of the Glubokoe district for 2021

In the territory of the Glubokoye district in 2021, an increase in the total number of registered criminal offenses was noted (+1.7%; 230 – 234), which is primarily due to an increase in registered crimes by the criminal investigation department (+15.7%; 108 – 125).

In the areas of activity of other services, the number of registered crimes also increased (+20.5%; 44 – 53). A significant increase occurred in crimes such as defamation (Article 188 of the Criminal Code), with 5 crimes registered in the district during the reporting period (+500%; 0 – 5).

The crime rate per 10,000 population is lower than the regional average and amounts to 67.4 crimes (region – 84.7; republic – 93.8).

The number of registered grave and especially grave crimes, both in the areas of activity of all services (-11.8%; 17 – 15) and by the criminal investigation department (-38.5%; 13 – 8), decreased compared to 2020. The proportion of crimes in this category in the areas of activity of all services was 4.3% (region – 8.8%; republic – 9.9%), and by the criminal investigation department – 6.4% (region – 9.4%; republic – 7.8%).

The increase in the number of registered crimes by the criminal investigation department is primarily due to an increase in thefts (+17; 64 – 81).

The proportion of crimes for which suspects have been identified by the criminal investigation department was 72.0% (+8.1%; 63.9% – 72.0%), including an improvement in the effectiveness of identifying persons who committed thefts (+9.3%; 50.0% – 59.3%).

It should be noted that there was a significant increase in the number of registered thefts from dwellings (+105.3%; 19 – 39), as well as from apartments and private houses (+133.3%; 15 – 35). The effectiveness of the work carried out to identify persons who committed thefts from dwellings has improved compared to the same period last year (+0.8%; 68.4% – 69.2%).

In the areas of activity of drug control and combating human trafficking, 5 crimes were registered in 2021 (+2; 3 – 5). Law enforcement officers identified the following crimes: under Part 1 of Article 168, Part 1 of Article 169 of the Criminal Code, Part 3 of Article 328 of the Criminal Code, Part 1 of Article 328 of the Criminal Code, and Part 2 of Article 343 of the Criminal Code. Suspects have been identified for all crimes.

In the reporting period, the effectiveness of work on suppressing drug trafficking was improved. Thus, according to the results of work for 2021 under Article 328 of the Criminal Code (illegal trafficking of narcotic drugs, psychotropic substances, and precursors), 2 crimes were identified (2020 – 1), including one under Part 3 of Article 328 of the Criminal Code (sale).

In the sphere of combating corruption and economic crimes (excluding unsolved cases of counterfeiting), 10 crimes were registered, of which 2 are classified as grave and especially grave. 9 crimes were identified directly by employees of the Department for Combating Economic Crimes, 1 by the Department for Combating Economic Crimes of the Internal Affairs Directorate.

A number of negative trends are observed in the agro-industrial complex (hereinafter referred to as AIC). For 12 months of 2021, out of 10 economic crimes registered in the district, 6 were identified in this sphere.

The total number of registered cybercrimes decreased (-39.3%; from 61 to 37), suspects were identified in 7 cases (clearance rate 18.9%, region – 16.7%).

Thus, it should be noted that the ongoing preventive work with the population of the district contributed to the reduction of registered cybercrimes. However, given the low clearance rate of these crimes, the main efforts should be concentrated on preventing crimes in this area, including by increasing the digital literacy of the population and promoting safe online behavior.

The number of crimes committed in public places increased (+10.3%; 29 – 32). This negative trend was observed from the beginning of 2021, and by the end of the first half of the year, the overall increase in crimes in public places was 88.9%.

Through preventive measures, it was possible to somewhat slow down the number of crimes committed in public places.

Despite an overall decrease in crimes committed under the influence of alcohol (-3.8%; 52 – 50), the proportion of "drunken" crime remains high across all service areas (37.3%; region – 34.9%, republic – 32.1%), including in the area of criminal investigation – 51.8% (region – 50.3%, republic – 48.1%).

During the reporting period, police officers sent 18 individuals suffering from chronic alcoholism to specialized treatment facilities, and 4 individuals were restricted in their legal capacity.

The work on bringing to administrative responsibility individuals involved in the illegal circulation of alcohol and alcohol-containing products was carried out more effectively (+1; 24 – 25).

In the sphere of family and domestic relations, 10 crimes were registered, including one grave crime under Part 1 of Article 147 of the Criminal Code (intentional infliction of grievous bodily harm).

Compared to the same period last year, more criminal cases of a preventive nature were initiated – 8 (+5; 3 – 8).

For 12 months of the current year, 38 protective orders were issued. 3 individuals used the services of the "crisis room".

The total number of crimes committed in rural areas increased (+4.8%; 104 – 109), including thefts (+55.8%; 34 – 53).

The largest number of crimes across all service areas was registered in the Korobovsky (23) and Udelovsky (15) rural councils. The largest number of crimes in the area of criminal investigation was also registered in these rural councils: Korobovsky – 15, Udelovsky – 14. It should be noted that the Korobovsky and Udelovsky rural councils have been the most crime-ridden for the past three years.

The number of crimes committed by individuals with a criminal record increased (+9.1%; 44 – 48). The proportion of such crimes is 36.9% (region – 38.2%). The number of recidivist crimes in the area of criminal investigation is 26, which is 31.7% (region – 37.2%).

It should be noted that the largest number of recidivist crimes were registered in the following territories: the city of Glubokoe – 22; Korobovsky rural council – 4; Lomashevsky, Obrupsky, and Ozeretsky rural councils – 3 each.

One of the main reasons for committing recidivist crimes is the idleness of citizens with a criminal record. During the reporting period, more than 50% of crimes were committed by unemployed and non-student individuals with a criminal record.

One of the main problems in organizing employment for ex-convicts is that this category of citizens is unwilling to reform and take up the offered vacancies. The reservation of jobs for this category by labor, employment, and social protection bodies, including within the quota, is organized at an appropriate level.

There has been a decrease in crimes committed by minors or with their involvement (-1; 5 – 6).

Based on the results of work for January-December 2021, 2 crimes committed by foreign citizens and stateless persons were registered (-2; 4 – 2).

In 2021, an unfavorable road safety situation developed in the Gluboksky district. Thus, by the end of the year, 15 road traffic accidents were registered (+3; 12 – 15), the number of citizens injured in them increased (+8; 12 – 20), and 4 accidents were committed by drivers under the influence of alcohol (+1; 3 – 4).

The causes and conditions contributing to the commission of road traffic accidents were: in 4 cases, driving a vehicle while intoxicated; in 2 cases, falling asleep at the wheel; in 3 cases, driving into the oncoming lane; in three cases, violation of overtaking rules; incorrect speed selection in 9 cases; in one case, failure to yield to a pedestrian at a designated crosswalk.
