On the state of legality and law and order in the district for the first half of 2019.

The Prosecutor's Office of the Gluboksky District has analyzed the state of legality and law and order in the district for the first half of 2019.

The measures taken to coordinate the work of law enforcement agencies and preventive entities in protecting the constitutional rights and freedoms of citizens, as well as public and state interests, have led to positive results in several areas of activity.

97 crimes were registered in the district, which is 21.8% less than in the first half of 2018 (124). The crime rate per 10,000 population was 26.4 crimes (42.4 in the region). The number of grave and especially grave crimes decreased from 20 to 6. The proportion of crimes committed by persons with a criminal record was 27.5% (36.2% in the region). The number of crimes in public places decreased from 17 to 14. The number of thefts decreased from 55 to 48. There were no registered crimes such as intentional infliction of grievous bodily harm (first half of 2018 – 3). One intentional homicide was committed (1).

At the same time, there are a number of negative trends that require immediate adoption of appropriate organizational and preventive measures.

The analysis shows that one of the causes of emergency situations, labor discipline violations, industrial injuries, and road traffic accidents is drunkenness.

During the half-year period, 68 cases of driving vehicles while intoxicated were detected in the district (first half of 2018 – 55), of which 7 were drivers of vehicles belonging to legal entities.

For example, in March of the current year, a tractor driver-machinist of OJSC "Zolotaya Podkova" P., while intoxicated, was performing work on a loader chassis "Amkador 332S-01" entrusted to him for garbage removal from the calf building on the territory of the "Babichi" dairy farm. He exhibited criminal negligence, as a result of which the brigadier of the livestock production team was fatally injured. P. was sentenced to imprisonment.

Cases of driving official vehicles

vehicles were also established on the part of managers. For example, at the beginning of 2019, the head of one of the district's agricultural enterprises was brought to administrative responsibility for driving a vehicle while intoxicated.

The formal attitude of heads of enterprises and organizations towards ensuring proper labor discipline in the collectives they lead, and the commission of offenses by themselves, is unacceptable, as it contradicts the requirements of Directive of the President of the Republic of Belarus No. 1 of 11.03.2004 "On measures to strengthen public safety and discipline", labor legislation, and directly contributes to the commission of offenses, and may also be the cause of accidents and various incidents.

The issues of ensuring the safety of property are relevant. In all organizations, facts of mismanagement and irresponsibility have not been eradicated.

For example, as a result of inaction to ensure the safety of property, in March 2019, an unidentified person broke into a building and stole wooden door leaves installed in the rooms, belonging to OJSC "Gluboksky Feed Mill", causing damage in the amount of 3971.94 rubles.

Also, during the winter period of the current year, an unidentified person, through free access from a semi-trailer cement truck located on the territory of DKUSP "Glubokskaya PMK-48", stole an engine, causing damage to the enterprise in the amount of 3109.30 rubles.

Numerous violations of property security legislation were revealed during inspections by the district prosecutor's office at agricultural facilities of the district's agro-industrial complex organizations.

The main reasons and conditions that contributed to the commission of thefts are the careless attitude of owners to the safety of their own property, including: inadequate technical security of houses and buildings, lack of reliable locking devices on entrance doors and metal grilles on windows, leaving property in open areas unattended, free access of unauthorized persons to basements and entrances of apartment buildings.

Also, in order to ensure public safety, it is necessary to take appropriate measures to exclude unauthorized access of citizens to unused and unexploited buildings, structures and facilities.

There are unused and unexploited buildings in the district, which are accessible to unauthorized persons, including

minors (the vegetable storage building of Correctional Facility No. 13, the wastewater treatment plant located in the village of Golubichi, the "Magnolia" cafe building in the urban-type settlement of Podsvilye, etc.). The aforementioned may lead to injury, death of citizens, commission of unlawful acts, and other grave consequences.

In order to ensure public safety, it is necessary to identify all potentially dangerous objects located within the district and ensure the safety of citizens, and to conduct repeated inspections of compliance with general safety requirements during the operation of apartment buildings.

Also, the issues of compliance by agricultural organizations of the district with legislation on property protection, labor protection, accounting for fuel and lubricants, as well as compliance with organizational and technological requirements for storing fodder in trenches are relevant.
