On the state of legality and law and order in the district in 2018

The Prosecutor's Office of the Gluboksky District has analyzed the state of legality and law and order in the district for 2018.

The crime situation in the district is characterized as follows.

Across all services, 237 crimes were registered, which is 19.1% less than in 2017 (293). Over the past five years, the following number of crimes have been registered in the district: 2014 – 278, 2015 – 264, 2016 – 258, 2017 – 293, 2018 - 237. The crime rate per 10,000 population was 63.9 crimes (regionally – 81.7, nationally – 88.2). The number of grave and particularly grave crimes decreased from 26 in 2017 to 24 in 2018. Minors committed 8 crimes (2017 – 4). The number of registered crimes in the criminal investigation line decreased from 195 to 157 compared to 2017 (by 19.5%). Suspects were identified in 68.2% of registered cases (regionally – 67.1%). The clearance rate for completed criminal cases is 69.5% (regionally – 64.4%).

An analysis of crime by rural councils shows that the largest number of registered crimes were committed in the territories of Korobovsky – 31, Udelovsky – 13, Podsvilsky – 13, and Zyabkovsky - 12 rural councils. The smallest number of crimes were registered in the territories of Plissky – 2 and Golubichsky – 4 rural councils.

A set of measures was implemented aimed at coordinating the work of law enforcement agencies and prevention entities to protect the constitutional rights and freedoms of citizens, as well as public and state interests.

However, there are a number of negative trends that require measures to be taken to eliminate them.

In the district, there were 3 intentional homicides (2017 – 5), as well as 3 such grave crimes against the person – intentional infliction of grievous bodily harm (2017 – 1).

Problems of drunkenness and alcoholism, and the unemployment of problematic citizens in socially useful labor have a significant impact on the situation in this regard. At the same time, the work carried out with such persons by

The preventive work of the Glubokoe District Department of Internal Affairs and other prevention entities does not always meet the requirements. The results of studying the personalities of individuals who committed crimes, as well as victims of these crimes, indicate that the majority of them led an immoral lifestyle for a long time, were unemployed, and abused alcohol. Preventive work with them was often carried out formally, or they completely fell out of the focus of both law enforcement agencies and other prevention entities. Civil, administrative, and medical measures of influence on this category of individuals were not actively applied enough. In almost all cases, proper interaction between the Internal Affairs Departments and rural executive committees was not established for conducting individual preventive work with individuals leading an antisocial lifestyle. Crimes of this category are usually committed on the grounds of drunkenness. Therefore, identifying individuals who abuse alcohol in their daily lives, are prone to violence, and taking effective preventive measures against this category of individuals is a constant task not only for law enforcement agencies but also for all prevention entities. **8 crimes were committed by minors** (2017 – 4) – 7 thefts and 1 intentional infliction of less severe bodily harm. The proportion of juvenile delinquency in the overall structure in the district is one of the highest in the region and amounted to 4.5% (2.5% in the region). Of these, 3 crimes were committed by students of the educational institution "Glubokoe State Vocational Lyceum" (hereinafter referred to as the lyceum), 3 crimes were committed by students of schools (2 by the educational institution "Shunevka Kindergarten-Secondary School of Glubokoe District" and 1 by "Plissa Kindergarten-Secondary School of Glubokoe District"), and 2 crimes were committed by non-resident minors. It is necessary to eliminate a formal approach to organizing individual preventive work with difficult teenagers. When planning preventive measures, consider the lifestyle, social circle, and hobbies of the minor; and the conditions of their upbringing in the family. **Last year, 1 fatal occupational accident occurred in the district, 6 cases leading to severe occupational injuries, and 1 group occupational accident** (2017 – 0). The accidents occurred at UP«Mnyuto», UP ZhKH Gluboksky District, OJSC "Golden Horseshoe", DKUSP "Glubokskaya PMK-48", OJSC "Gluboksky Feed Mill", branch "Proshkovo" OJSC "Gluboksky Agroservice", LLC "PKP "Auta" and in the branch "Dokshitsyvodokanal" Glubokoe unit.

The inspections and monitoring conducted on the issues of employers ensuring safe working conditions show that in almost all inspected business entities, various violations of labor protection legislation have been identified.

The heads of all organizations and chief specialists must give paramount importance to issues of labor and production discipline compliance and consider them as the most important basis for ensuring public safety.

Violations of the legislation on property safety, labor legislation, in terms of untimely payment of wages at a number of agricultural enterprises in the district, are not isolated.

Improper performance of their official duties by the guard service of enterprises, as well as the lack of proper control over subordinate employees by the management of enterprises, create fertile ground for theft and inefficient use of enterprise property.

In 2018, a negative trend of systematic violation of workers' labor rights regarding the timely payment of wages by district enterprises is planned in the Gluboksky district. One of the sources of funds, including for the payment of wages to employees, is the recovery of overdue accounts receivable. At the same time, enterprises that have wage arrears have not filed lawsuits in economic courts for the recovery of overdue accounts receivable and have not applied to the district prosecutor's office with relevant motions.
