Important! Rules for stopping and parking vehicles!

Due to the increasing number of vehicles in our district, the problem of violating stopping and parking rules is becoming more and more relevant. It might seem like a minor traffic violation, but it can lead to severe consequences, both in terms of road safety and public safety in general. For example, a improperly parked vehicle can create a hazardous situation, cause a traffic accident with various consequences, and obstruct the passage of emergency services, ambulances, and law enforcement officers, which can also lead to more serious outcomes – after all, seconds can make a difference in life. Always consider this when stopping or parking your vehicle.
The Traffic Regulations, in Chapter 19, provide an exhaustive list of where stopping and parking of vehicles is permitted and where it is prohibited. All drivers studied the traffic regulations when obtaining their driver's licenses, but they are systematically updated, so it is necessary to periodically refresh your memory of their content to avoid being surprised when State Traffic Inspectorate officers begin to take administrative action against you for traffic violations that you allegedly knew nothing about (this often happens in practice).
Thanks to the editorial team of our newspaper, we have the opportunity to inform its readers about the latest requirements of current legislation regarding road traffic safety.
Vehicle stopping is the intentional cessation of vehicle movement for a period of up to 5 minutes, as well as for more than 5 minutes if it is necessary for boarding (alighting) passengers or loading (unloading) the vehicle;
Vehicle parking is the intentional cessation of vehicle movement for more than 5 minutes for reasons not related to boarding (alighting) passengers or loading (unloading) the vehicle.
Let us briefly remind you where stopping and parking of vehicles is prohibited:
within the zones of the "No Stopping", "No Parking", "No Parking on Odd-Numbered Days of the Month", "No Parking on Even-Numbered Days of the Month" road signs, and/or 1.4, 1.10 horizontal road markings.
. in places where the distance between a solid line of horizontal road marking (except for the one marking the edge of the roadway) and a stopped vehicle is less than 3 meters;
. at pedestrian crossings and within 15 meters thereof in both directions;
. at intersections and within 15 meters of the edge of the intersecting roadway (except in residential areas), except on the side opposite the side road of three-way intersections with a solid horizontal road marking or a solid dividing strip;
. at public transport stops and within 15 meters thereof, except for stopping to pick up or drop off passengers, if it does not impede the movement of public transport vehicles;
. on bridges, overpasses, viaducts, and under them, except for specially equipped parking areas;
. on and at the entrances to grade-separated interchanges;
. at railway crossings and within 50 meters thereof in both directions;
. on road bends marked with "Dangerous Bend", "Dangerous Bends" road signs, and in other places with limited road visibility where road visibility is less than 100 meters in at least one direction of travel;
. on the roadway of a two-lane road opposite a vehicle parked on the opposite side of the road;
. on the left side of the road, except in cases specified in subparagraph 138.3 of paragraph 138 of these Rules;
. on tram tracks and in close proximity thereto, if it impedes the movement of trams;
. in places where the vehicle obstructs traffic lights, road signs, or other traffic control devices from the view of other drivers;
. on sidewalks, except for specially designated areas marked with the "Parking Space" ("Taxi Stand") road sign;
. on lawns and other areas with green spaces;
. on driveways in courtyards on the side adjacent to residential buildings;
. within 10 meters of service doors of shops used for loading and unloading operations, closed gates, including garage gates.
. The activation of hazard warning lights by a driver during a deliberate stop or parking in prohibited areas does not exempt them from liability for violating the requirements of paragraph 143 of these Rules.
Parking is prohibited:
outside populated areas, on the roadway and shoulder of the road;
. vehicles with a technically permissible total mass exceeding 3.5 tons outside specially designated areas marked with the "Parking Area" ("Rest Area") road sign.
It is prohibited to open (close) vehicle doors or keep them open if this obstructs the movement of other road users.
In case of violation by drivers of the rules of stopping or parking of vehicles stipulated by this chapter, which results in obstruction of traffic or poses a threat to the safety of citizens, traffic police officers have the right to enforce the evacuation of such vehicles in the manner prescribed by legislative acts and the Instruction on the procedure for forced evacuation of vehicles, approved by the Council of Ministers of the Republic of Belarus.
We also remind you of the administrative measures applied for these traffic rule violations:
Article 18.22. Violation of the rules of stopping and parking of vehicles, as well as other traffic rules
1. Stopping or parking a vehicle in violation of traffic rules -
shall result in a warning or a fine of one base unit.
2. Actions provided for in part 1 of this article, committed repeatedly within one year after the imposition of an administrative penalty for the same violations, or unlawful parking of a vehicle in a space designated for parking vehicles for disabled persons -
shall result in a fine of two base units.
3. Stopping or parking a truck with a technically permissible total mass of more than 3.5 tons, a bus, a wheeled tractor, a self-propelled machine, or a trailer in violation of traffic rules -
shall incur a fine of five base units.
4. Actions provided for in Part 3 of this Article, committed repeatedly within one year after the imposition of an administrative penalty for the same violations -
shall incur a fine of ten base units.
5. Violation by a person driving a vehicle of other traffic rules, except for violations provided for in Articles 18.12 - 18.16, 18.19 - 18.21 of this Code and Parts 1 - 4 of this Article -
shall incur a warning or a fine of up to five tenths of a base unit.
