One-Stop Shop Principle

The application-based one-stop shop principle means that an interested party submits an application to one authorized body, attaching documents and/or information necessary for the administrative procedure, which can be provided by the citizen independently.

The main principles of carrying out administrative procedures are: legality, equality of interested parties before the law, priority of the interests of interested parties, openness of the administrative procedure, efficiency and accessibility of the administrative procedure, the application-based one-stop shop principle, and cooperation in carrying out administrative procedures.

When applying, a citizen needs to provide only the minimum set of documents for the administrative procedure. Other documents necessary for carrying out the relevant administrative procedure are requested by the specialist, and can also be provided by the citizen independently.

The list of documents and/or information provided by a citizen for carrying out administrative procedures, the maximum deadlines for carrying out administrative procedures, and the amount of the fee charged are established by Decree of the President of the Republic of Belarus of April 26, 2010 No. 200 "On administrative procedures carried out by state bodies and other organizations upon applications of citizens".

In the Glubokoe District Executive Committee, work is organized to carry out administrative procedures on the basis of the "one-stop shop" application principle and is carried out in accordance with the following regulatory legal acts:

Decree of the President of the Republic of Belarus of April 26, 2010 No. 200 "On administrative procedures carried out by state bodies and other organizations upon applications of citizens"

Law of the Republic of Belarus of October 28, 2006 No. 433-3 "On the fundamentals of administrative procedures"

Resolution of the Ministry of Justice of the Republic of Belarus of May 7, 2009 No. 39 "On approval of the Instruction on the procedure for maintaining делопроизводство for administrative procedures in state bodies and other organizations"

The priority area of interaction in the implementation of the "one-stop shop" principle is the organization of electronic exchange of documents and information concerning applicants, which allows for a reduction in the processing time of administrative procedures. The duration of an administrative procedure cannot exceed fifteen days, and in the case of the authorized body sending a request to other state bodies or organizations, it cannot exceed one month, unless otherwise stipulated by legislative acts or resolutions of the Council of Ministers of the Republic of Belarus.
