Application for participation in the competition

Final protocol of the jury meeting for the design competition of the memorial sign "17 Verasnya"

1. The design competition for the memorial sign "17 Verasnya", dedicated to the Day of National Unity (hereinafter referred to as the memorial sign), is held with the aim of preserving historical memory regarding the Belarusian people, divided in 1921 under the terms of the Treaty of Riga.

2. The organizer of the competition is the Glubokoye District Executive Committee.

3. Authors or author teams of sculptors and architects with relevant professional education are admitted to participate in the competition.

4. Information about the competition is posted on the official website of the district executive committee, in official media, and contains information about the competition, its conditions, criteria and procedure for evaluating materials submitted by participants, the procedure and deadlines for announcing the competition results, as well as other necessary information.

5. The competition materials shall be submitted in accordance with the Regulation on the Procedure for the Creation (Reconstruction) and Acceptance of Works of Monumental and Monumental-Decorative Art in the Republic of Belarus, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated September 19, 2008, No. 1372, and shall include: a site plan (excerpt from the master plan) with reference to the installation site of the memorial sign at a scale of 1:500; a sketch of the compositional solution (for sculpture – in soft material) of the work at a scale of 1:10; visualization of the architectural and plastic solution of the work of monumental art and a model of the memorial sign or small architectural form at a scale of at least 1:10; an explanatory note justifying the proposed project (material); an estimated cost of expenses for the creation and installation of the memorial sign and an explanatory note with proposals for landscaping the adjacent territory.

6. The design sketch shall be submitted on a hard board measuring 1.0 m x 1.0 m.

7. The compositional design of the memorial sign shall be executed in the best traditions of classical and national monumental art. The memorial sign will be located on September 17 Square in the town of Glubokoye, in the historical part of the town of Glubokoye, taking into account the visual perception of the memorial sign from different sides in accordance with the terms of reference (Appendix 1) to these Regulations.

8. September 17 Square is included in the protection zone project for immovable material historical and cultural values located in September 17 Square in the town of Glubokoe (Resolution of the Ministry of Culture of the Republic of Belarus dated June 5, 2024 No. 95 "On Approval of the Protection Zone Project for Immovable Material Historical and Cultural Values Located in September 17 Square in the town of Glubokoe, Glubokoe District, Vitebsk Region") and is a construction regulation zone, where the following is prohibited: construction of buildings and structures with a height of more than 3 m from ground level to the roof ridge and (or) using non-native, dissonant materials; installation of outdoor advertising means that interfere with the visual perception of the volumetric and spatial characteristics and elements of historical and cultural values.

9. To participate in the competition, an application for participation in the competition in the form according to Appendix 2 to these Regulations must be submitted by November 30, 2025, inclusive, no later than 5:00 PM, at the address: 211793, Vitebsk Region, Glubokoe, Lenina St., 42, to the Department of Ideological Work and Youth Affairs of the District Executive Committee, or a completed application in PDF format to the email address oir-glubokoe@vitebsk.by with the subject line "Competition of sketch designs for the memorial sign '17 Verasnya'".

10. Competition materials must be submitted by December 25, 2025, inclusive, no later than 5:00 PM, at the address: 211793, Vitebsk Region, Glubokoe, Lenina St., 42, to the Department of Ideological Work and Youth Affairs of the District Executive Committee.

11. For the purpose of maintaining anonymity, the authors of the competition materials are identified by a four-digit number, which is indicated by the authors on all materials in the upper left corner, as well as on the participant's envelope.

12. An information sheet containing the full name (if available), as well as the address and contact number of the participant or group of participants, is enclosed in the sealed envelope of the competition participant.

13. In case of violation of the competition terms and formatting rules for the submission of competition materials, the project will not be considered.

14. The competition materials will be reviewed by the commission at a closed meeting no later than January 15, 2026.

15. The composition of the jury is approved by a decision of the district executive committee.

16. The decision is made in the presence of at least half of the commission members by open vote by a simple majority of the votes of those present. In case of an equal number of votes "for" and "against", the vote of the jury chairman is decisive. The commission's decision is formalized by a protocol signed by all commission members who participated in the vote.

17. Criteria for evaluating design projects: compliance with competition terms; high professional level; use of original solutions; depiction of the most expressive image taking into account historical accuracy; economic feasibility of the design solution.

18. The participants' envelopes will be opened after the commission makes its decision based on the competition results.

19. The commission's decision shall determine the winning design project and its author (or group of authors).

20. The competition results shall be published on the official website of the district executive committee within one week after the commission's decision is made.

21. The winner of the competition shall be granted the right to create the commemorative sign.

22. Postal and other expenses of the competition participants shall be paid at their own expense.

23. After the commission completes its work, the competition materials shall be returned to all participants.

for the development of the commemorative sign "17 Veraсня"

 

Glubokoye is a historic town in the Vitebsk region of Belarus, known for its rich history, which began with its first mention in 1414. The town has preserved the layout of the 17th-18th centuries and architectural monuments such as the Cathedral of the Nativity of the Blessed Virgin Mary (formerly the Carmelite church and monastery) and the Church of the Holy Trinity. 

Modern Glubokoye is a multifunctional town with significant production potential and is one of the highly developed centers of the republic with a developed infrastructure, industry, culture, education, healthcare, sports, and tourism system.

September 17 Square in Glubokoye is one of the two main historical centers of the town. In every city and urban settlement of Western Belarus, there is a street or square named September 17, and Glubokoye is no exception to this rule. There are few events in the history of our country that have had such a fateful significance for the Belarusian people as this memorable date. September 17, 1939, marked the beginning of the restoration of the unity of the Belarusian people.

Goal: to foster patriotic feelings, strengthen civic solidarity, and respect for the historical heritage of the country. The monument serves as a reminder of the importance of unity for overcoming difficulties and achieving common well-being, and also serves as a symbol of national pride and remembrance of the feats of ancestors, and is a symbol of the connection of times, generations, and the unity of the Belarusian people.

Composition:

A vertical granite slab with a contour map of Belarus made of silumin attached to it. The map is divided by a thin line symbolizing the border that divided Belarus in 1921 under the terms of the Treaty of Riga. Regional cities and the town of Glubokoye are marked on the map. Text to be applied to the slab: above the contour map of Belarus – "17 September 1939", below the contour map of Belarus – an excerpt from Yanka Kupala's poem "You are from the West, I am from the East..." –

"You are from the West, I am from the East

Of our Belarus,

Never again will I be separated from you.

                 Ya. Kupala";

Approximate dimensions: volumetric contour of the map up to 130 cm in diameter (located on the front of the slab at eye level), vertical slab height up to 200 cm, width up to 80 cm, depth up to 15 cm (reverse side in the form of a "boulder" or ornamental image);

total height of the composition up to 220 cm, base – in the form of steps.

The estimated cost of erecting the memorial sign is 250,000 Belarusian rubles.

The tender documentation includes:

For reference: for a significant period of its history, the town of Glubokoye developed as two separate settlements under the administration of different owners. The southwestern part of the modern town originally belonged to the noble family of Zenovichi, and the northeastern part to the noble family of Korsak. Both settlements eventually formed their own centers, which explains the presence of two squares in Glubokoye: Central Square and September 17 Square.

In the 1640s, on the current September 17 Square in Glubokoye, in accordance with the will of Joseph Lvivich Korsak, a church was founded belonging to the monastery of the Catholic Order of Discalced Carmelites (since 1878, the Orthodox Cathedral of the Nativity of the Blessed Virgin Mary). On the opposite side of the square in the same 1640s, the Church of the Holy Trinity was erected, which has survived to our days in a rebuilt form.

From 1643 to 1842, September 17 Square was the administrative, economic, and spiritual center of the town of Glubokoye, which was under the administration of the local Carmelite monastery (to which most of I.L. Korsak's land holdings passed). In the monastic documents of the first half of the 19th century, the square is referred to as "Rynok" (Market). From 1842, the Carmelite part of Glubokoye became state property and continued its development under state administration.

In addition to churches, monastery buildings, and an austeria (a drinking establishment with hotel functions), September 17 Square housed residential buildings. In one of these houses, Pavel Osipovich Sukhoi, an outstanding Soviet aircraft designer, was born in 1895.

In the first half of the 20th century, the square was also the most important spiritual center of the region. In addition to the aforementioned Catholic church and Orthodox church, a Jewish synagogue was located here (it has not survived to our days).

Following the signing of the Treaty of Riga and the subsequent occupation of Western Belarus by Polish troops, the town of Hlybokaye became the administrative center of the Dzisna Uyezd (district), with its administration housed in the former Carmelite monastery building. The square, which became the administrative center of the town, was named "May 3rd" by the district authorities (in honor of the date the Constitution of the Polish-Lithuanian Commonwealth was adopted in 1791).

With the establishment of Soviet power in September 1939, the Provisional Administration was located in the building of the Polish starostwo, and was entrusted with the management of administrative, economic, and cultural and educational activities in the uyezd.

By the Decree of the Presidium of the Supreme Soviet of the USSR dated January 15, 1940, Hlybokaye District was established as an administrative unit of Vileyka Oblast. The district administration was located in the building of the former Carmelite monastery, already adapted for these purposes.

In 1940, the process of renaming streets and squares in settlements began in Western Belarus, which also affected the town of Hlybokaye. In particular, "May 3rd" Square was renamed "September 17th".

During the occupation of Hlybokaye by German-fascist invaders, the square continued to function as a political center; it was here that the occupiers held mass propaganda events.

After the end of the Great Patriotic War, "September 17th" Square continued to serve as a socio-political center. The Hlybokaye District Executive Committee was located in the building erected in the first half of the 20th century at 2 Lenin Street (which adjoined the square directly).

In 1949, next to the square, the buildings of the town's first major industrial enterprise, the Hlybokaye Cannery, which produced fruit and vegetable preserves, were erected.

By demolishing the old austery building, the area was expanded and intended for holding ceremonial rallies and processions. A monument to V.I. Lenin and the district Honor Board were erected here. In the early 1980s, the first fountain in the city was created on September 17 Square (it has survived to this day in a rebuilt form).

In 1980, the administration of the Gluboksky District was moved to Central Square, and September 17 Square lost its political significance, remaining the center of the region's spiritual life.

In 2012, Glubokoye hosted the Day of Belarusian Written Language and Printing. In preparation for the celebrations, a commemorative sign "Dedication to the Book" was installed on September 17 Square, and the Alley of Famous Countrymen was created with busts of the most prominent natives of the Gluboksky District.

In 2014, for the 600th anniversary of the city, the sculptural composition "Jesus and the Samaritan Woman" was installed on the square.

Today, the city of Glubokoye has established itself as one of the most important tourist centers in the Vitebsk region, visited by tens of thousands of people annually. September 17 Square is the most popular place in the city among tourists.
