Crime prevention

For the elapsed period of the current year, three particularly grave crimes against individuals have been committed in our district – one intentional murder and two cases of intentional infliction of grievous bodily harm. For comparison, throughout 2020, six such crimes were committed – four murders and two intentional inflictions of grievous bodily harm. The perpetrators of all these crimes have been identified, and in all cases, the crimes were committed due to drunkenness, typically during or after joint consumption of alcoholic beverages, stemming from conflicts that arose.

One of the most important tasks facing the state is ensuring the personal and property security of citizens. It is understandable that crime as a phenomenon cannot be completely eradicated. However, measures can and should be taken to minimize it. The Law of the Republic of Belarus "On the Fundamentals of Crime Prevention Activities" establishes the legal and organizational framework for crime prevention activities, defines the main forms of participation of state bodies, other organizations, and citizens in carrying out these activities, and identifies the subjects of prevention who directly conduct preventive work.

The range of individual preventive measures that can be applied to offenders is quite broad: from preventive talks to referral to a therapeutic and labor dispensary for medical and social rehabilitation. Individuals who abuse alcoholic beverages and spend their income on acquiring alcohol, thereby placing their families in a difficult financial situation, may be restricted in their legal capacity by a court. In such cases, they are deprived of the ability to independently manage their wages and other income, as well as to enter into transactions (with the exception of minor household transactions).

The identification of individuals who abuse alcohol in their daily lives and are prone to violence, as well as the implementation of effective preventive measures against such individuals, is a constant task not only for law enforcement agencies but also for all preventive entities.

Therefore, we would like to appeal to all preventive entities and all residents of our district to not be indifferent to what is happening in their neighborhood, in their locality, especially to incidents related to alcohol abuse. After all, timely preventive measures can save the lives of both individuals who abuse alcohol and ensure the safety of other citizens.
