Drug Addiction Prevention and Combating Human Trafficking

Combating the spread of narcotic drugs and psychotropic substances is one of the most important areas of activity for the law enforcement system, as well as other prevention entities. In order to prevent and suppress offenses in this area, a list of departments responsible for prevention activities in the district has been determined:

  • Department of Education of the Glubokoe District Executive Committee (hereinafter referred to as the Glubokoe District Executive Committee);
  • Sports and Tourism Sector of the Glubokoe District Executive Committee;
  • Department of Ideological Work and Youth Affairs of the Glubokoe District Executive Committee;
  • Culture Sector of the Glubokoe District Executive Committee;
  • Department of Labor, Employment and Social Protection of the Glubokoe District Executive Committee;
  • Internal Affairs Department of the Glubokoe District Executive Committee;
  • Glubokoe District Department of the Investigative Committee of the Republic of Belarus;
  • Prosecutor's Office of the Glubokoe District;
  • Court of the Glubokoe District;
  • Healthcare Institution "Glubokoe Central District Hospital";
  • State Institution "Glubokoe District Center for Hygiene and Epidemiology";
  • RKOO "Belarusian Republican Youth Union";
  • Institution "Editorial Office of the District Newspaper 'Vesnik Glybochchyny' of the Glubokoe District";
  • Educational Institution "Glubokoe State Vocational Lyceum";
  • Correctional Institution "Correctional Colony No. 13".

The activities of the above-mentioned prevention entities are based on the provisions of Decree of the President of the Republic of Belarus No. 6 of December 28, 2014 "On Urgent Measures to Combat Illicit Drug Trafficking", as well as the "Comprehensive Plan of Measures for Drug Addiction Prevention and Combating Illicit Drug Trafficking, Social Rehabilitation of Drug-Addicted Persons in the Glubokoe District for 2023-2024" approved by the decision of the Glubokoe District Executive Committee No. 233 of March 7, 2023.

The structural organization of the Glubokoye District Department of Internal Affairs includes the Group for Drug Control and Combating Human Trafficking (hereinafter referred to as GNiPTL), which, within its competence, performs functions to counter the illicit trafficking of narcotic drugs, psychotropic substances, their precursors and analogues, and to identify and suppress crimes related to human trafficking. Employees of the GNiPTL of the Glubokoye District Department of Internal Affairs annually prepare and conduct the following special programs:

  • "Doping" – aimed at preventing, identifying, and solving crimes related to the illicit circulation of medicinal products containing narcotic drugs and psychotropic substances, and the seizure of narcotic drugs and psychotropic substances manufactured from medicinal preparations in a crude manner or in clandestine laboratories;
  • "Poppy" – aimed at preventing the sowing, cultivation, harvesting, and distribution of drug-containing crops, taking measures against offenders in accordance with current legislation, identifying and conducting operational-search activities against individuals and groups committing crimes in the sphere of illicit drug trafficking, and eliminating the causes and conditions contributing to the illegal distribution of plant-based drugs.
