Under this slogan, the republican preventive campaign "Movement by the Rules!" will be held on the territory of Glubokoe and Glubokoe district from March 19 to March 26, 2024, aimed at preventing road traffic accidents involving cyclists and persons using personal mobility devices.

On April 18, 2022, the President signed Decree No. 145 "On improving traffic management". The document was adopted to enhance the culture of road users, reduce the number of traffic accidents, and encourage the use of electric transport. The adopted amendments came into force on October 27, 2022. A new term has appeared in the traffic regulations – "Personal Mobility Device" (PMD) – a device or apparatus, not being a vehicle, powered by an engine and intended for individual or joint (must have special seats) use. These include electric scooters, gyroscooters, segways, monowheels, and others. The engine power does not matter: if it has one, the device is considered a PMD. Necessary conditions include the proper functioning of brakes and handlebars (if present). When moving in the dark and/or in conditions of poor visibility, pedestrians must be visible with reflective elements, and PMDs must be equipped with and use a headlight (lamp). When riding such a device, it is recommended that pedestrians wear a protective helmet. PMD users can travel on bicycle paths, and in their absence – on sidewalks, pedestrian paths, and shoulders, without obstructing the movement of other pedestrians. The speed of PMDs must not exceed 25 km/h. PMD users are considered pedestrians. When crossing the roadway at a pedestrian crossing, or at an intersection along the line of sidewalks or shoulders, one should move at a walking pace, without obstructing pedestrians. It is also necessary to ensure that entering the roadway is safe. It is prohibited to: travel on personal mobility devices at speeds exceeding 25 km/h; be in a state of intoxication; carry passengers outside specially equipped seating areas provided for by the design; not hold onto the handlebars (if present); ride under the age of 14 (except in pedestrian and residential zones).
