State Institution "State Energy and Gas Supervision"

The State Institution "State Energy and Gas Supervision" was established in accordance with Decree of the President of the Republic of Belarus No. 92 of February 28, 2019 "On the Establishment of the Institution" by Order of the Minister of Energy of the Republic of Belarus No. 69 of March 5, 2019 "On the Establishment of the State Institution "State Energy and Gas Supervision".

The founder and the republican body of state administration for the Institution is the Ministry of Energy of the Republic of Belarus.

The main tasks of Gosenergogaznadzor are:

organization and supervision of the technical condition of energy installations, compliance with mandatory requirements during their commissioning, reconstruction and major repairs, as well as the implementation of measures ensuring safety and reliability during their operation and maintenance;

organization and supervision of the technical condition of gas equipment used in everyday life, as well as supervision of safety measures when using gas in everyday life.

In accordance with its main tasks, Gosenergogaznadzor performs the following functions:

supervises compliance with:

requirements for the technical condition and design, technical operation, and safety precautions during the operation of power plants, including stationary autonomous power sources;

requirements for the technical condition and design, technical operation of gas-using equipment in households, and safety systems for its operation;

requirements for the quality of electrical and thermal energy, as stipulated by legislation and (or) energy supply agreements;

supervises the organization and implementation of measures to ensure reliable energy supply to consumers;

reviews design documentation related to electricity and heat supply for compliance with safety and operational reliability requirements;

participates within its competence in the work of commissions, including:

for assigning (confirming) electrical safety groups to electrical personnel, and verifying the knowledge of personnel operating heat installations and heat networks regarding the requirements for the design, technical operation, and safety precautions during the operation of power plants, to the extent required for the position (profession);

for verifying the readiness of power plants, including heat supply systems, for operation in the autumn-winter period;

for investigating technological disruptions in the operation of energy facilities;

issues conclusions on the compliance of an object being commissioned with permit documentation and design documentation developed and approved in accordance with legislative requirements for their development and approval, including safety and operational reliability requirements, during the acceptance of objects and works supervised by the state energy and gas supervision authority;

supervises the timely inspection and cleaning of engineering systems ensuring safety during the operation of gas equipment in residential buildings, in terms of the availability of relevant acts confirming the performance of such works;

monitors the timelines for the maintenance and repair of gas-using equipment in households and internal gas pipelines;

inspects electrical installations connected to electrical grids; heat installations and heat networks connected to heat networks, and issues conclusions on the possibility (impossibility) of their commissioning;

participates in special investigations of industrial accidents related to the operation of power facilities at supervised sites;

collects, accumulates, and analyzes information on accidents subject to special investigation and accidents at supervised sites, and takes measures for their prevention;

conducts informational work on accident prevention and injury prevention in power facilities, as well as during the operation of gas-using equipment in households;

independently or in cooperation with other state bodies and organizations engaged in control (supervisory) activities, exercises functions within its competence to identify and suppress administrative offenses;

organizes and conducts proceedings on administrative offenses within its competence;

reviews applications from legal entities and individuals, including individual entrepreneurs, in accordance with the established procedure, on issues within the competence of the state energy and gas supervision authority;

performs other functions.
