Notification of Public Discussion of the Application for an Integrated Environmental Permit for the Operation of the Facility "Unitary Production Enterprise "Glubokoe Dairy Canning Plant"

Construction of the Glubokoe Dairy Canning Plant began in 1966. The plant was commissioned in January 1972.

In 2011, a new Italian automatic filling and packaging line for condensed milk with sugar in metal cans was put into operation.

In November 2015, construction began on the facility "Construction and modernization of the workshop for the production of dry whey and dry milk products of OJSC "Glubokoe DKP", phases I and II. In November 2017, the construction and commissioning of the facility "Construction and modernization of the workshop for the production of dry whey and dry milk products of OJSC "Glubokoe DKP", phase II, was completed, and in May 2018, phase I. During the construction and modernization, a new VRC5 drying unit was installed, which improved and expanded the range of dry dairy products.

On December 29, 2017, Open Joint Stock Company "Glubokoe Dairy Canning Plant" was reorganized by merging with Open Joint Stock Company "Glubokoe Feed Mill" with the formation of a production branch "Glubokoe Dairy Canning Plant".

04 января 2018 года в результате реорганизации Открытого акционерного общества «Глубокский комбикормовый завод» путем выделения из состава Общества создано Унитарное производственное предприятие «Глубокский молочноконсервный комбинат» (регистрационный номер ЕГР 391537880). Учредителем, собственником имущества Унитарного производственного предприятия «Глубокский молочноконсервный комбинат» является ОАО «Глубокский комбикормовый завод».

Основным видом деятельности предприятия является: переработка молока, кроме консервирования и производство сыров, производство молочных консервов.

Согласно Устава предприятие имеет два филиала, а именно: Производственный филиал «Браславрыба» унитарного производственного предприятия «Глубокский молочноконсервный комбинат» и Цех по производству сыра г. Браслав унитарного производственного предприятия «Глубокский молочноконсервный комбинат».

Производственные мощности предприятия составляют (250 тонн в сутки и более):

Процент использования производственных мощностей за 2017 год составил: по молочным консервам (общ) – 93,6% (2016 год – 81,7%); по маслу сливочному 24,2 % (2016 год – 27,5%) ; сыров жирных 68,6% (11,2%).

На предприятии – 63 источника выбросов загрязняющих веществ в атмосферный воздух, из них организованных - 51; неорганизованных – 8; оборудованных газоочистными установками – 4, находятся на консервации 4; 23 наименований отходов, из них 5 видов - подлежат захоронению, остальные отходы производства передаются соответствующим предприятиям, организациям, зарегистрированным и внесенным в реестр объектов по использованию отходов и (или) реестр объектов хранения и обезвреживания отходов в порядке, установленном законодательством; забор воды осуществляется из 8 скважин, сброс сточных вод – на собственные очистные сооружения находящегося ул. Ленина, дом 131, г. Глубокое, Витебская область.

В соответствии с заявлением на получение комплексного природоохранного разрешения Унитарное производственное предприятие «Глубокский молочноконсервный комбинат» планирует осуществлять деятельность на основании данного разрешения до 2028 года.

On January 4, 2018, as a result of the reorganization of Open Joint Stock Company "Gluboksky Feed Mill" by way of separation from the Company, Unitary Production Enterprise "Gluboksky Condensed Milk Plant" was established (registration number EDR 391537880). The founder and owner of the property of Unitary Production Enterprise "Gluboksky Condensed Milk Plant" is OJSC "Gluboksky Feed Mill".

The main activity of the enterprise is: milk processing, except for canning, and cheese production, production of canned milk.

According to the Charter, the enterprise has two branches, namely: Production Branch "Braslavryba" of Unitary Production Enterprise "Gluboksky Condensed Milk Plant" and Cheese Production Workshop in Braslav of Unitary Production Enterprise "Gluboksky Condensed Milk Plant".

The production capacity of the enterprise is (250 tons per day and more):

The utilization rate of production capacities for 2017 was: for canned milk (total) – 93.6% (2016 – 81.7%); for butter 24.2% (2016 – 27.5%); for fatty cheeses 68.6% (11.2%).

The enterprise has – 63 sources of pollutant emissions into the atmosphere, of which organized – 51; unorganized – 8; equipped with gas cleaning units – 4, are under conservation – 4; 23 types of waste, of which 5 types are subject to disposal, the remaining production waste is transferred to relevant enterprises and organizations registered and included in the register of waste utilization facilities and (or) the register of waste storage and neutralization facilities in the manner prescribed by law; water intake is carried out from 8 wells, wastewater discharge – to its own treatment facilities located at 131 Lenin Street, Glubokoe, Vitebsk Region.

In accordance with the application for a comprehensive environmental permit, Unitary Production Enterprise "Gluboksky Condensed Milk Plant" plans to carry out activities based on this permit until 2028.

Key measures to ensure environmental safety include: timely preventive and repair work on the maintenance of the enterprise's water supply networks and structures to reduce groundwater losses during extraction and supply to the enterprise; timely and high-quality technical maintenance of shut-off valves, pumping equipment of sewage pumping stations, and sewage manholes of the industrial sewage system; commissioning of 2 new filtration field cells (construction of distribution gutters, embankment repair, and cleaning); repair and improvement of production waste collection and storage sites on the enterprise's territory.

The enterprise has organized industrial environmental control in the field of environmental protection; an environmental management system has not been implemented.
