The effectiveness of the activities of local executive and administrative bodies, other state bodies and organizations of the Vitebsk region in preventing deaths from external factors was discussed at a coordination meeting on combating crime and corruption in the Vitebsk region, chaired by the regional prosecutor Vadim Sushchinsky.

The event was attended by heads of law enforcement and other state bodies and institutions of the region and its districts, as well as prosecutors of cities and districts, and the Vitebsk transport prosecutor.

The meeting noted that state and law enforcement agencies, heads of enterprises and organizations, and other prevention entities in the region are taking organizational and practical measures aimed at preventing emergencies and deaths.

Over the past 5 years, the number of deaths in road traffic accidents, fires, drownings, and accidents has decreased in the region, and the number of intentional homicides has also decreased.

However, issues of protecting the life and health of the population still require close attention.

Last year, 1172 people died from external causes. The largest number of citizens died as a result of fires, alcohol poisoning, suicides, and road traffic accidents.

At the same time, the problem of alcohol abuse remains relevant, which in most cases has become the main cause of deaths in fires, suicides, road traffic accidents, and drownings.

Drunkenness and alcoholism, unemployment, and domestic disorder remain the main causes and conditions contributing to the commission of grave and especially grave crimes against individuals, primarily within families.

The issue of identifying domestic abusers, individuals abusing alcohol, as well as the subsequent development and application of preventive measures against them, is of significant importance.

Violations in the sphere of labor discipline and occupational safety often become causes of industrial injuries and occupational diseases.

The issue of child deaths from external causes is also significant. In 2017, 27 children died in the region from various external factors, and in the current year, 4 children have already died.

Accidents resulting in the death of minors, along with the improper fulfillment of parental duties to monitor children's behavior, are in some cases facilitated by a formal approach of business entities, local authorities, and administrations to the implementation of legislative requirements for strengthening public safety and discipline. The work of educational institutions in preventing suicidal behavior among adolescents needs to be intensified. In order to increase parents' personal responsibility for their children, explanatory work and training in the basics of life safety should be more actively conducted.

Based on the results of the meeting, a decision was made aimed at increasing the effectiveness of the work of interested departments on the issues of preventing citizen deaths from external causes, with the assignment of responsible executors.
