Harvest campaign under control

Directive of the President of the Republic of Belarus No. 6 of March 4, 2019 "On the Development of Rural Areas and Increasing the Efficiency of the Agrarian Sector" states that the agro-industrial complex and its basic industry, agriculture, are leading system-forming spheres of the economy for our country, forming the market for agricultural products and foodstuffs, food and economic security, labor and social potential in rural areas.

For this reason, the enforcement of legislation in the agro-industrial complex (hereinafter referred to as the AIC) is under constant and close control of all state bodies.

Thus, the prosecutor's office of Gluboksky District, together with other state bodies, conducted an inspection of compliance with legislation on the disposal and safekeeping of property, labor protection, fire safety, and ensuring labor and executive discipline in the district's AIC during the harvest period, during which violations of legislation were identified in some agricultural organizations.

In particular, it was established that at the mechanical yard of KUP(SK)P "Yablonka", harvested grain was stored on a surface contaminated with diesel fuel and engine oil, and sand, which could lead to crop spoilage. The district prosecutor's office also established the fact of grain stored on the territory of the mechanical workshops of OAO "Seltsy" being flooded with rainwater.

During the conducted measures, violations of labor protection legislation were revealed at UP "Koroli", UP "Golubichi", KUP(SK)P "Yablonka",

For example, the most common violations were the absence of chocks (at least two) under the wheels of equipment during repair to prevent self-movement, the use of stands (trestles) with undefined load capacity for equipment repair, inspection pits in repair workshops still not covered with flooring, and other violations, including those not used for more than one work shift.

In addition, facts of violation of fire safety legislation were also established.

Thus, incomplete equipping with fire extinguishing means of grain harvesting combines and motor vehicles involved in crop harvesting was identified at KUP(SK)P "Yablonka", OJSC "Chernevichi", UP "Konstantinov Dvor", UP "Golubichi", UP "Koroli", branch "Proshkovo" of OJSC "Glubokoe Agroservice".

In accordance with the provisions of Decree of the President of the Republic of Belarus No. 5 of December 15, 2014 "On Strengthening Requirements for Managers and Employees of Organizations", the head of the organization is personally responsible for ensuring production and technological (compliance with established technological regulations and standards in production, requirements of the production process, product manufacturing technology, as well as ensuring requirements for the rational use of raw materials, material and human resources), executive, and labor discipline.

In order to eliminate the identified violations and prevent their recurrence, the district prosecutor's office has taken measures of prosecutorial response.
