The sole source of state power in the Republic of Belarus is the people. The people exercise their power both through representative and other state bodies, and directly in the forms and limits defined by the Constitution of the country.
The state, all its bodies and officials act within the limits of the Constitution of the Republic of Belarus and the legislative acts adopted in accordance therewith. This affirms and implements the principle of the rule of law.
