Rural Executive Committees

Rural executive committees are executive and administrative bodies and operate on the basis of the Constitution of the Republic of Belarus, the Law of the Republic of Belarus of January 4, 2010 No. 108-Z "On Local Government and Self-Government in the Republic of Belarus", and other legislative acts.

They represent the interests of the administrative-territorial units of the district in relations with other state bodies, other organizations, and citizens; approve action plans for the improvement of the relevant territory, communal, domestic, and social services for citizens, social support for children, youth, veterans, disabled persons, the elderly, and other categories of citizens in accordance with legislative acts, support for small businesses, healthcare, education, development of physical culture and sports, environmental protection and rational use of natural resources, improvement of working conditions and labor protection, ensuring radiation safety, protection of historical and cultural heritage, and other matters of local importance; they exercise control over the implementation of these action plans;

organize the work of territorial public self-government bodies, convene local meetings, provide assistance in implementing their decisions, nominate candidates for membership in collegial bodies of territorial public self-government, and encourage territorial public self-government bodies for their active participation in resolving matters of local importance;
ensure the improvement and maintenance of proper sanitary conditions in the relevant territory, including in agro-towns, and involve citizens and organizations in carrying out such works;
organize street lighting and the installation of signs with street names and house numbers;
organize waste removal services;
perform actions related to the registration of civil status acts;
perform notarial acts;
register citizens by place of residence and place of stay;
perform personal primary military registration of conscripts and reservists in the rural area and urban settlement of Podsvil'ye;
take measures aimed at developing and stimulating the activities of personal subsidiary farms of citizens;
maintain household books, keep records of personal subsidiary farms of citizens;
conduct administrative proceedings;
create communal unitary enterprises (with consulting points and rental points for agricultural machinery, horse-drawn and other means) to provide services to citizens engaged in personal subsidiary farming, for cultivating agricultural crops and harvesting, procuring fodder, selling grown products, procuring fuel, cultivating land plots and other services, communal unitary enterprises to provide services (perform work) related to the construction and repair of single-family and block residential buildings and outbuildings on land plots allocated to citizens, to citizens living in the respective territory;
consider issues regarding the necessity of dismissing heads of organizations located in the respective territory, whose property is not in communal ownership of this administrative-territorial unit, in case of their failure to comply with decisions of the Council, executive committee of the primary level, or the Council, executive committee of the basic level, or the Council, executive committee of the regional level, adopted within their competence, or other legislative acts, and submit relevant proposals to the executive committee of the basic level;
consider issues regarding the necessity of bringing to justice organizations located in the respective territory, their officials and other citizens, for compensation of damages caused by their decisions, actions (inaction) to the interests of citizens, local economy, the environment, in case of their failure to comply with decisions of the Council, executive committee of the primary level, or the Council, executive committee of the basic level, or the Council, executive committee of the regional level, adopted within their competence, or other legislative acts, and submit relevant proposals to the executive committee of the basic level;
exercise other powers provided for by this Law and other legislative acts.
