Functions and tasks of the sector

The main tasks of the sector are:

implementation and execution of state policy in the sphere of culture, education, art, historical and cultural heritage on the territory of the district;

development of amateur and artistic creativity, preservation of traditional folk culture (folklore, crafts, etc.);

ensuring the preservation of national cultural heritage of importance for the population of the district, its spiritual and moral improvement, formation of national identity;

development and coordination of foreign cooperation in the sphere of culture and art;

preservation, development, dissemination and (or) popularization of Belarusian national culture and language;

participation in the development and implementation of state and other programs aimed at preserving, developing, disseminating and (or) popularizing culture;

implementation of personnel policy aimed at staffing the sector and subordinate institutions of the sector with highly qualified specialists.

In accordance with the tasks assigned to it, the sector performs the following functions:

plans, prepares proposals for the implementation of goals and objectives in the sphere of culture, analyzes its effectiveness, provides methodological support for the implementation of state policy in the sphere of culture;

develops regional sets of measures to ensure the implementation of state programs in the field of culture;

organizes, in the established manner, the holding of conferences, festivals, contests, art exhibitions, and other events, including international ones, within the district;

within its competence, exercises control over compliance with legislation in the field of protection of historical and cultural heritage, as well as during the conduct of cultural and entertainment events;

promotes the development of international cultural cooperation of the district with the aim of popularizing the heritage of Belarusian culture and art abroad;

ensures the public accessibility of cultural activities and cultural benefits, and promotes the improvement of their quality;

takes measures to prevent the promotion of pornography, violence, and cruelty within the district;

coordinates the activities of club institutions, libraries, museums, and educational institutions in the sphere of culture;

organizes and conducts cultural events, and places socially creative orders for their conduct;

in the established manner, nominates:

employees for awards and honorary titles, and for prizes;

amateur (folk) art groups for the title of "People's" ("Exemplary"), and prepares petitions for awarding amateur (folk) groups the title of "Honored Amateur Group of the Republic of Belarus";

art groups with the title of "People's" ("Exemplary") for the title of "Honored Group of the Republic of Belarus";

masters of folk arts and crafts for the title of "People's Master of Belarus";

museums that are subdivisions of legal entities for the status of "People's";

carries out work aimed at improving the artistic level and performance skills of art groups and performers in the district;

provides methodological assistance in carrying out cultural activities to cultural organizations and other subjects of cultural activity;

in the established manner, submits statistical and departmental reports to the relevant authorities and is responsible for their accuracy;

in the established manner, provides information to state bodies;

carries out planning of expenses for the maintenance of subordinate institutions, the property of which is owned by the Gluboksky district;

manages property under the operational management of subordinate institutions, in the manner established by the Gluboksky District Council of Deputies;

analyzes the state of the material and technical base of subordinate institutions, plans construction, capital and current repairs, energy-saving measures, determines the volumes of financing for cultural institutions owned by the Gluboksky district, within the allocated appropriations and resources;

analyzes and coordinates the implementation of the requirements of Directive of the President of the Republic of Belarus of March 11, 2004 No. 1 "On measures to strengthen public safety and discipline";

studies and analyzes the personnel potential of the sector's subordinate institutions, organizes work to provide the sector's subordinate institutions with qualified specialists, organizes and controls the training, retraining and professional development of employees of subordinate institutions;

considers, within its competence and in the manner prescribed by law, appeals from citizens, including individual entrepreneurs, and legal entities (hereinafter referred to as appeals), takes measures to improve work with appeals;

receives citizens, their representatives, representatives of legal entities;

analyzes the effectiveness of work with appeals in the sector's subordinate institutions, develops proposals for its improvement;

carries out, within its competence and in the established manner, administrative procedures upon applications from interested persons, makes administrative decisions on applications from interested persons;

in accordance with its powers, including those granted by the district executive committee, draws up protocols on administrative offenses and prepares cases on administrative offenses for consideration;

develops and submits draft decisions on issues within its competence to the district executive committee and the Gluboksky District Council of Deputies for consideration;

approves the charters of the sector's subordinate institutions, amendments and (or) additions thereto, determines the need for their reorganization, liquidation, and submits relevant proposals to the district executive committee;

implements state policy in the field of rational use of natural and energy resources, labor protection, fire safety, and compliance with environmental legislation, ensures compliance with labor protection and fire safety requirements, and sanitation in subordinate institutions;

prepares proposals for the procurement of goods (works, services) at the expense of the district budget within the limits of budget estimates for the current calendar year;

participates in the consideration by local executive and administrative bodies of issues within the competence of the sector;

establishes the sector's certificate of honor, develops and approves regulations for it;

exercises other powers established by law in accordance with the tasks assigned to the sector.
