Department of Ideological Work and Youth Affairs

The main tasks of the department are:

informing the population about the activities of the President of the Republic of Belarus, the National Assembly of the Republic of Belarus, the Council of Ministers of the Republic of Belarus, the Glubokoe District Council of Deputies, the District Executive Committee, and other state bodies;

explaining the ideology of the Belarusian state, state policy to the population of the district, fostering patriotism and civic consciousness in citizens;

implementing state policy in the field of ideology, mass media, distribution of printed publications and media products, confessional and national relations, and state youth policy within the district;

providing informational and ideological support for political campaigns, events, holidays, festivals, conferences, and other activities of national, regional, and district-wide ideological significance within the district;

organizing the dissemination of information to district residents, ensuring and coordinating the activities of information and propaganda groups, conducting unified days of public information, summarizing appeals from citizens, legal entities, individual entrepreneurs, and their representatives received during meetings with work collectives and at their places of residence, and monitoring the timely execution of instructions issued based on the results of these meetings;

providing organizational and methodological guidance for state media outlets;

protecting citizens' rights to freedom of conscience and religion, regardless of their attitude towards religion, religious, or national affiliation, as well as the right to freedom of association in religious and public organizations for citizens who identify with national minorities;

ensuring the preservation of national cultural heritage within the district, its spiritual and moral improvement, and the formation of national identity;

considering issues arising in the sphere of relations between state bodies and religious organizations, and between state bodies and public associations of citizens who identify with national minorities;

perpetuating the memory of the Fatherland's defenders and war victims, and preserving the memory of war victims;

implementing state youth policy within the district, coordinating the activities of management and self-governance bodies, and state media outlets in the sphere of youth policy, as well as ensuring the protection of the rights and legitimate interests of young citizens;

improving forms and methods of working with youth;

participating in the development and implementation of state youth programs and projects in the main areas of state youth policy.

The Department, in accordance with its assigned tasks, performs the following functions:

analyzes the state and forecasts the development trends of the socio-political situation, the ethno-confessional sphere in the district, social processes among youth, and also studies the activities of public organizations;

studies public opinion (sociological research, questionnaires, surveys) formed as a result of the implementation of state socio-economic programs, specific political decisions and actions;

prepares proposals for the implementation of the goals and objectives of ideological work, mass media, work with youth, public and religious organizations;

coordinates and controls the conduct of socio-political and cultural events;

coordinates the interaction of state authorities with public formations located in the district;

studies, summarizes, and disseminates the experience of ideological and informational work of rural executive committees, Councils of Deputies, and the activities of deputy heads organizing ideological work in organizations located in the district;

cooperates with research, economic, sociological, political science, and information-analytical organizations (services);

coordinates the activities of interested bodies in the development and implementation of district socio-economic development programs in the spheres of ideology and youth policy;

exercises control over the implementation by youth specialists and deputy heads organizing ideological work in state and other organizations located in the district, and the editorial office of the state district newspaper, of decisions of higher state bodies and the district executive committee in the sphere of ideology and the implementation of state youth policy;

prepares draft decisions of the district executive committee, orders of the chairman and deputy chairmen of the district executive committee, reports, and proposals to the leadership of the district executive committee on issues within the competence of the department;

ensures the interaction of the district executive committee with political parties, trade unions, youth, women's, veteran, creative, and other public organizations;

ensures prompt informing of the district executive committee about the socio-political situation;

conducts informational and explanatory work in labor collectives and with the population of the district;

prepares analytical notes, recommendations, and proposals on issues within the department's competence, provides methodological assistance to organizations in conducting ideological work;

participates in the development of regulatory legal acts in the sphere of information and youth policy;

interacts with mass media, provides them with information about the activities of the Glubokoe District Council of Deputies and the district executive committee;

organizes press conferences, meetings of journalists with the chairman of the district executive committee and his deputies, members of the district executive committee, heads of structural divisions of the district executive committee, and other officials of the district executive committee;

analyzes and coordinates the information and ideological activities of the editorial office of the state district newspaper;

organizes, approves, and coordinates the holding of international, republican, and regional conferences, seminars, round tables, and other events on socio-political and civic topics within the district;

coordinates the work of the official website of the district executive committee on the global computer network Internet;

monitors and controls the implementation of legislation in the sphere regulating the activities of mass media on the global computer network Internet;

coordinates the work on organizing and conducting the subscription campaign for state periodicals;

coordinates the implementation of Decree of the President of the Republic of Belarus No. 630 of December 5, 1997 "On the Response of Officials to Critical Statements in State Mass Media";

organizes the work of the commission for assisting in the control over the implementation of legislation on freedom of conscience, religion, and religious organizations under the district executive committee;

exercises control over the observance and application of legislation on freedom of conscience, religion, and religious organizations by religious and public organizations;

submits materials to the Vitebsk Regional Executive Committee for state registration of religious communities, maintains records of religious organizations and places of worship;

provides the Vitebsk Regional Executive Committee with materials:

for issuing a written warning to religious communities in case of violation of legislation in the sphere of confessional relations or engaging in activities contrary to their charters, and also takes other measures to eliminate identified violations;

for applying to the court with a claim for the liquidation of a religious community in case of violation of legislation in the sphere of confessional relations or engaging in activities contrary to its charter;

informs the Main Department of Ideological Work and Youth Affairs of the Vitebsk Regional Executive Committee about the ethno-confessional situation in the district, as well as about facts of violation of legislation in the ethno-confessional sphere;

analyzes socio-economic and socio-political processes and trends occurring among youth, promotes scientific and sociological research on youth issues;

provides organizational, methodological, and other support for the activities of youth and children's public associations in implementing socially significant youth programs, coordinates and controls their activities in matters related to youth policy;

jointly with interested bodies, resolves issues of employment, labor, living conditions, social protection, education, healthcare, and leisure organization for youth, conducts work on vocational training and retraining of adolescents and youth, as well as their employment;

develops and implements comprehensive measures to ensure legal, economic, and social support for young families and talented youth;

conducts preventive work to prevent offenses and crimes among youth;

provides legally stipulated assistance in the development of youth entrepreneurship, involving youth in practical solutions to the socio-economic problems of the district;

coordinates and conducts cultural and educational, sports and mass activities with youth and adolescents at their place of residence;

coordinates educational work with student and pupil youth in their free time from studies;

conducts work on patriotic education of youth;

submits, in the prescribed manner, proposals for awarding the best employees in the fields of ideology, mass media and youth policy, publishing and printing activities, distribution of printed publications and mass media products, ethno-confessional relations for state awards, honorary titles, prizes, and applies other incentive measures;

coordinates work on perpetuating the memory of the Fatherland's defenders and victims of wars, preserving the memory of war victims (identifying the names of the fallen, inscribing them on memorial plaques of military burials);

participates in the consideration by the district executive committee and the Hlybokaye District Council of Deputies of issues within the department's competence;

in the manner prescribed by law, considers appeals from citizens, legal entities, individual entrepreneurs and their representatives, analyzes them, takes measures to eliminate the causes of complaints, and carries out activities for performing administrative procedures;

performs other functions provided for by law.
