The procedure for the official publication of legal acts of the Republic of Belarus is determined by the Law of the Republic of Belarus of January 10, 2000 "On normative legal acts of the Republic of Belarus" and the Decree of the President of the Republic of Belarus of February 24, 2012 No. 3 "On certain issues of publication and entry into force of legal acts of the Republic of Belarus".
Since July 1, 2012, the sole source of official publication of legal acts registered in the National Register of Legal Acts of the Republic of Belarus is the National Legal Internet Portal of the Republic of Belarus (hereinafter referred to as the Portal) – the main state Internet resource in the field of law and legal informatization. The date of official publication of a legal act is considered the date of its placement on the Portal.
Legal acts are posted on the Portal in full compliance with the signed originals. The date of official publication of a legal act is considered the date of its placement on the Portal.
Official publication on the Portal is carried out only in the "Official Publication" section.
In addition, the specified legal acts may be promulgated (published) in the following official periodic printed publications:
the collection of legal acts "National Register of Legal Acts of the Republic of Belarus";
the newspaper "Sovetskaya Belorussiya" – decisions adopted by republican referendum, decrees, orders of the President of the Republic of Belarus, interstate and intergovernmental agreements, resolutions of the plenums of the Supreme Court and the Supreme Economic Court;
the newspaper "Zvyazda" – laws of the Republic of Belarus, resolutions of the House of Representatives and the Council of the Republic of the National Assembly of the Republic of Belarus, international treaties (in Belarusian);
the newspaper "Narodnaya Gazeta" – laws of the Republic of Belarus, resolutions of the House of Representatives and the Council of the Republic of the National Assembly of the Republic of Belarus, international treaties (in Russian);
in the newspaper "Respublika" – resolutions of the Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus, normative legal acts of the National Bank, the Committee of State Control, the Investigative Committee, the Office of the President of the Republic of Belarus, the National Academy of Sciences of Belarus, ministries and other republican government bodies, international treaties of the Republic of Belarus of an interdepartmental nature;
in periodic printed publications determined in accordance with the legislation by regional and Minsk city Councils of Deputies, regional and Minsk city executive committees, local Councils of Deputies, executive and administrative bodies of the basic territorial level.
The promulgation (publication) of legal acts in the specified printed publications is not official.
In accordance with the decisions of the Glubokoye District Executive Committee dated May 14, 2012 No. 578 "On the body of promulgation (publication) of normative legal acts of the Glubokoye District Executive Committee" (National Register of Legal Acts of the Republic of Belarus, 2012, No. 65, 9/50433) and the Glubokoye District Council of Deputies dated May 18, 2012 No. 124 "On the body of promulgation (publication) of normative legal acts of the Glubokoye District Council of Deputies" (National Register of Legal Acts of the Republic of Belarus, 2012, No. 65, 9/50459), since July 1, 2012, the district newspaper "Vesnik Glybochchyny" has been designated as the body for promulgation (publication) of normative legal acts of the Glubokoye District Executive Committee and the Glubokoye District Council of Deputies, respectively.
