a regulatory legal act is an official document of a prescribed form, adopted (issued) within the competence of an authorized state body (official) or by referendum in compliance with the procedure established by the legislation of the Republic of Belarus, containing generally binding rules of conduct, intended for an indefinite range of persons and for repeated application;

decisions of local government bodies are regulatory legal acts adopted by local Councils of Deputies, executive and administrative bodies within their competence in order to resolve issues of local significance and are binding in the relevant territory.

Local Councils of Deputies, executive and administrative bodies, within their competence, adopt regulatory legal acts in the form of decisions.

Decisions of local Councils of Deputies that do not comply with the legislation of the Republic of Belarus are repealed by higher Councils of Deputies and the Council of the Republic of the National Assembly of the Republic of Belarus.

The President of the Republic of Belarus has the right to suspend decisions of local Councils of Deputies that do not comply with the legislation of the Republic of Belarus.

Decisions of local executive and administrative bodies that do not comply with the legislation of the Republic of Belarus shall be repealed by the relevant Councils of Deputies, higher executive and administrative bodies, as well as by the President of the Republic of Belarus.

Adopted normative legal acts of regional, Minsk City Councils of Deputies and regional, Minsk City Executive Committees are subject to mandatory legal expertise conducted by the Ministry of Justice of the Republic of Belarus, and normative legal acts of local Councils of Deputies, executive and administrative bodies of the basic level are subject to mandatory legal expertise conducted by the relevant justice department of the regional executive committee.
