Chairman of the Hlybokaye District Council of Deputies

The Chairman of the Council is a state civil servant.

The Chairman of the Council is elected from among the deputies at a session of the respective Council by secret ballot and holds office until the opening of the first session of the Council of a new convocation.

Candidacies for the position of chairman of a regional-level Council are nominated by deputies of the respective Council, and candidacies for the position of chairman of a basic-level Council are nominated by deputies of the respective Council and the chairman of the higher-level Council. Proposals for the early termination of the powers of the Chairman of the Council are submitted in the same manner.

The Chairman of the Council is considered elected if more than half of the elected deputies of the respective Council voted for his candidacy.

The Chairman of a primary-level Council is also the chairman of the respective executive committee by virtue of his office. The specifics of the election procedure for the chairman of a primary-level Council are established by the President of the Republic of Belarus.

The powers of the Chairman of the Council are terminated prematurely for reasons and in the manner established by the Laws of the Republic of Belarus of March 27, 1992, No. 1547-XII "On the Status of a Deputy of a Local Council of Deputies" and of June 1, 2022, No. 175-Z "On Public Service," and for other reasons in accordance with legislative acts.

The Chairman of the Council, in his activities, is guided by the Constitution of the Republic of Belarus, this Law and other laws, acts of the President of the Republic of Belarus, resolutions of the Council of Ministers of the Republic of Belarus, normative legal acts of republican state administration bodies, as well as decisions of higher Councils, orders of their chairmen, decisions of the respective Council and other state bodies adopted within their competence.

The Chairman of the Council, within his competence and in the manner prescribed by law:

heads the Council, manages its work, ensures interaction with the respective executive committee;

represents the Council in its relations with other government bodies, organizations, and citizens;

approves the staffing table of the respective Council and its staff;

convenes Council sessions, organizes work on preparing Council sessions, and chairs Council meetings;

organizes control over the implementation of Council decisions;

appoints and dismisses staff members of the Council's apparatus, enters into (extends, terminates) employment contracts (agreements) with them, and applies incentive or disciplinary measures to them;

invites representatives of other Councils, executive and administrative bodies, other organizations, territorial public self-government bodies, as well as citizens to Council meetings;

sends draft Council decisions to standing commissions for review and assigns tasks to the chairpersons of standing commissions;

signs Council decisions, meeting minutes, and issues orders;

organizes the consideration of inquiries from Council deputies;

organizes the Council's work on considering appeals from citizens and legal entities and carrying out administrative procedures. If necessary, submits proposals on such appeals for consideration by the Council session;

conducts personal reception of citizens and representatives of legal entities;

reports to the Council on the state of affairs in the respective territory and on other matters within its competence, presents reports on its activities to Council sessions as needed, but at least once a year, and also informs citizens about the state of affairs in the respective territory;

exercises other powers provided for by legislative acts.

The Chairperson of the Council of regional and basic levels:

submits proposals to the Council for the annulment of orders of the chairperson of the respective executive committee, decisions of the executive committee, decisions of a lower-level Council, and orders of the chairperson of a lower-level Council that do not comply with legislation;

chairs the presidium of the Council, organizes work on preparing its meetings, chairs meetings, and signs decisions and minutes of the presidium of the Council;
