Buyers from Russia, Kazakhstan to take part in electronic procurement auctions in Belarus
MINSK, 15 November (BelTA) - Buyers from Russia and Kazakhstan will be allowed to take part in electronic auctions under government procurement contracts in Belarus, Chairman of the Board of the Belarusian Universal Commodity Exchange Arkady Salikov told a press conference in BelTA’s press center. In accordance with the agreement on government (municipal) procurement signed by Belarus, Russia and Kazakhstan in December 2010, Belarus will allow economic entities of the Russian Federation and the Republic of Kazakhstan to take part in electronic auctions in the Republic of Belarus. Meanwhile, only residents of Belarus can take part in electronic auctions. In 2011, entities from third countries (not members of the Customs Union) can take part in electronic auctions only indirectly, through residents of the Republic of Belarus, who will represent their interests. The agreement on government procurement explains the meaning of the national regime. Each party to the agreement is obliged to provide suppliers of goods and services from Russia, Belarus and Kazakhstan with the same favorable conditions as provided for national goods and services. The agreement envisages the introduction of the national regime for the Russian Federation and the Republic of Belarus by 1 January 2012. The national regime of government procurement will be launched by 1 January 2014, Arkady Salikov said.
