Lukashenko amends decree on measures to ensure stable functioning of economy

On 19 October Belarusian President Aleksandr Lukashenko signed Decree No. 326 to introduce adjustments to Decree No. 93 as of 14 March 2022 “On additional measures to ensure stable functioning of the economy”, BelTA learned from the press service of the Belarusian leader.

The document extended, until a special decision by the head of state is taken, the powers granted to the Council of Ministers by Decree No. 93 to make decisions regarding individual economic entities and to ensure budget balance.

Additionally, the government was authorized to increase insurance premiums for vehicles from foreign countries that walked out of bilateral agreements on compulsory civil liability insurance for vehicle owners (as a retaliatory measure).

In addition, the decree introduced a system of government control over the withdrawal by persons from unfriendly countries of their stake in the authorized capital (shares), as well as real estate of Belarusian enterprises (such persons should get the permission of the government to do that and the seller should pay at least 25% of the market value of the alienated stake (shares), real estate to the local budget.

A fee was introduced for legal entities facilitating the entry and placement of trucks registered in the European Union in specially designated places for carrying out cargo operations. The fee will be 0.8 of the base value per service provided by such facilitators. The fee will be enforced three months after the official publication of the decree.
